Job Description Senior Business Analyst (CCWIS Project)
Position: Senior Business Analyst
Location: Remote
Duration: Up to 2 years
Project Overview
A large-scale agency is replacing its legacy Social Services Management Information Services (SSMIS) solution with a modern Comprehensive Child Welfare Information System (CCWIS). The project is currently in the Planning phase and follows a hybrid agile approach. The Senior Business Analyst will play a key role in business analysis and project support throughout execution.
Responsibilities
Identify and analyze business and technical needs of stakeholders.
Develop user stories, requirements, and journey maps following PMO standards.
Ensure requirements are clear, consistent, and in both technical and user-friendly language.
Conduct business analysis in compliance with state, agency, and federal requirements.
Collaborate with internal staff, IT teams, and third-party vendor partners.
Manage communications across multiple stakeholders (vertical and horizontal).
Mediate between business users, technical teams, and project leadership.
Contribute to continuous improvement of business analysis practices within the portfolio.
Support deliverables to ensure on-time, within scope, and within budget execution.
Required Qualifications
10+ years of relevant Business Analysis experience.
Prior experience with government IT projects.
Strong expertise in user story development and requirements documentation.
Experience with system replacement/upgrade projects.
Familiarity with project management principles (planning, organizing, managing resources).
Hands-on experience with Azure DevOps.
Preferred Qualifications
Experience implementing or planning CCWIS/Child Welfare Systems in other states or entities.
IIBA certification (CCBA or CBAP).
Prior experience working with state-level projects.
Deliverables
Business Analysis Plan (with updates as needed).
Ongoing updates to Project User Stories.
Journey Maps (as required).
User Stories logged in Azure DevOps, following state templates.
