Project Description & Minimum Skills Required:
- This is a Technical Business Analyst position in a large, complex local government organization. This position is within the Information Technology Department for the purpose of assisting in implementing a complex, large scale application.
- This candidate will work alongside a diverse technical team of analysts supporting various County Departments and external vendors. This includes the analysis, design, testing and implementation of a vendor application package, working directly with customers and vendor solution provider throughout the project lifecycle. The emphasis of the work is on understanding business processes and requirements to provide the best solution for the customer, through the implementation of a vendor package.
Experience with following is required:
- Experience in working with complex IT software projects in a large organization using Waterfall and Agile methodologies.
- Strong experience in business process analysis, including understanding, documenting and mapping current business processes.
- Gathering business requirements and creating use cases, including leading and facilitating requirements gathering sessions with business users and technical staff. Business Analysis in complex implementation and integrated software solutions.
- Developing test plans, scenarios, test cases and test data. Execution of testing, including working with and assisting end users / testers. Includes all types of testing from unit testing, integration test, and user acceptance testing.
- Developing training materials and user documentation to support end user training.
- Proficient in both written and verbal communications.
- Integration Design, work with architects and developers to design integration workflows between modern platforms and legacy system, including data cleansing, normalization and transformation logics.
- Extensive hands-on experience with SQL, including:
- Writing complex queries involving joins, subqueries, aggregations, and window functions
- Performing data validation, profiling, and reconciliation
- Supporting data analysis, reporting, and troubleshooting activities
- Experience with data migration strategies, including source-to-target mapping, transformation logic, and validation of migrated data across systems.
Work Activities:
- Requirement Gathering and Solution Design: Work closely with development teams to translate business requirements into User Stories, technical specifications, and system design. Collaborating with technical team to design innovative and effective solutions that align with business goals. This involves conducting interviews, workshops, and meetings to elicit comprehensive and accurate requirements.
- Business Process Analysis: Analyze and understand the existing business processes within the organization. Identifying areas for improvement and recommending process changes to enhance efficiency and productivity.
- System Implementation and Testing: Conduct system testing, including functional, integration, and assisting with user acceptance testing, to ensure the quality and reliability of the implemented systems.
- Testing Support: Assist with testing activities including test planning, test case creation, and test execution. Collaborate with technical resources, stakeholder, and end users to ensure that solutions meet specified requirements and quality standards.
- Change Management: Assist in change management activities related to system implementations. This includes conducting impact assessments, developing training materials, and providing support to end-users during the transition period.
- Stakeholder Communication: Facilitate effective communication between business stakeholders, technical teams, and project managers. Providing regular project updates, status reports, and conducting presentations to keep stakeholders informed about project progress and milestones.
- Understanding of data models, SQL, ETL (Extract, Transform and Load), and Microsoft Office Family.
- Requirements Engineering: Translate business needs into detailed technical requirements, user stories, and acceptance criteria. Create data flow diagrams, system interface specifications, and technical documentation.
- System Integration & Architecture Support: Collaborate with solution architects and developers to design scalable, integrated systems. Define and document APIs, data mappings, and integration points between internal and third-party systems.
- Data Analysis & Modeling: Analyze structured and unstructured data using SQL and data visualization tools. Support data modeling efforts, including entity-relationship diagrams and normalization.
Minimum Education & Experience Required:
- Bachelor's degree. Five years of experience in software implementation and business process analysis are required. Additional related work experience in software development/implementation and business process analysis may substitute for the required college education on a year-for-year basis
