Position Summary

We are seeking a Commercial Operations Project Delivery Proposal Manager to support growth in our Digital Energy Solutions (DES) portfolio. This role is critical in managing proposals, aligning delivery methodologies, and ensuring seamless transition from Inquiry-to-Order (ITO) to Order-to-Remittance (OTR) phases for software solutions such as geospatial asset management, grid management, SCADA, EMS, DMS, OMS, and ADMS systems.

Key Responsibilities

  • Lead proposal development including project schedules, cost estimates, and risk assessments.

  • Collaborate with technical, project delivery, and sourcing teams to define efficient and cost-effective delivery strategies.

  • Engage and manage 3rd-party delivery partners for proposals.

  • Prepare and present technical proposals, customer specifications, and contractual negotiations.

  • Ensure seamless project handover to the delivery team with documented risks, assumptions, and schedules.

  • Contribute to the continuous improvement of estimating tools, methodologies, and project execution practices.

  • Participate in customer negotiations and ensure compliance with commercial terms.

  • Track estimated vs. delivered project metrics and update standard tools.

Qualifications (Mandatory)

  • Bachelor's Degree (Engineering or related discipline).

  • 5+ years of experience in technical software implementation, project management, or application engineering.

  • Strong expertise in project delivery for enterprise software or grid modernization projects.

  • Solid knowledge of SCADA, EMS, DMS, OMS, ADMS, GIS, and related platforms.

  • Proficiency in MS Project, Excel, PowerPoint, Word, Salesforce (SFDC).

  • Excellent written, verbal, and presentation skills.

  • Must be legally authorized to work in the U.S. (no visa sponsorship).

  • Willing to work onsite (Fairfield, CA or Dallas, TX) and travel up to 20%.

Desired Skills

  • Experience in technical proposals, tendering, or grant writing.

  • Strong negotiation, interpersonal, and business acumen.

  • Ability to lead cross-functional teams in complex software solution delivery.

  • Background in energy utilities, renewables, or digital grid modernization.

  • Self-driven, with strong problem-solving and decision-making skills.

  • Prior experience in companies such as EATON, GE, ABB, Hitachi, Siemens, Schneider, Honeywell, OSI Soft, Survalent or energy startups preferred.
