Duration- 24 Months Contract (Possible extension)

Background
The Innovation and eHealth branch of the Department of Health (DH) is responsible for overall alignment of innovative eHealth and Digital Health services to achieve optimal health system performance. Digital Health solutions focus on quality care for all citizens of New Brunswick and promote clinical value in the delivery of eHealth solutions to clinicians and administrators within the health system. The vision is to create clinical value and improve access to care by providing standardized, up to date, and relevant health information.
Services Sought
The Department of Health requires the services of a Solution Architect (BEA-3) to work closely with Innovation and eHealth's Enterprise Architecture team in providing services to the DH in collaboration with SNB, the RHAs, vendors, and other stakeholders to develop and support MyHealthNB and other Digital Health initiatives.

The Solution Architect will be required to:
  • Assist in the development of architecture blueprint and frameworks for MyHealthNB, and other IEH business and application requirements.
  • Assist and support eHealth Projects and Operational Teams with solution strategy and design to ensure alignment with IEH architectural goals, principles, and standards.
  • Assist in the development of solution requirements, standards, and guiding principals for IEH Services.
  • Review and provide feedback on Architecture deliverables. The Solution Architect may also be called upon to provide content for architecture deliverables.
  • Participate in Stage Gates used to determine if an initiative is ready to move forward.
  • Regularly communicate with the appropriate EA representative(s);
  • Ensure solutions are aligned with DH's standards.
  • Assist in the development of RFP(s) for Solution(s);
  • Assist in the planning and implementation of Solution(s) as well as the DH digital transformation strategy.
  • Regularly engage with the SNB teams for the purpose of collaboration, guidance, and development.
  • Other duties as assigned by Innovation and eHealth's Enterprise Architect.

MANDATORY EXPERIENCE

A University degree in Computer Science or a related discipline; an equivalent combination of education and experience may be considered
A minimum of 15 years of IM/IT experience 15 years
A minimum of ten (10) or more years of demonstrated experience as a lead Solution Architect on medium to large system development or COTS implementation projects. The referenced experience must have been obtained in the last fifteen (15) years.
Medium to Large complex projects are those that:
  • Cross multiple business units and/or organizations,
  • Involve multiple direct project participants (i.e. more than 8),
  • Operate for an extended period (i.e. more than 9 months), and
  • Involves dealing with business transformation issues as well as technical issues.
NB: Experience in the Health Insurance space does not qualify.

Must be available to work in Fredericton, NB upon assignment of contract as described in Section 9 of this SOW and on the start-date described in Section 8 of this SOW. Please review Sections 8 and 9 of the SOW and clearly state how this requirement will be met.

Demonstrated Skills
Requirement Required Experience
Demonstrated capability of managing/leading a team of specialists, technical analysts or programmers on information technology development projects. 5+ years
Demonstrated experience leading technical design and technical requirements gathering sessions and experience in review of existing systems, technology and solutions and performing technical and solution due diligence. 5+ years
Demonstrated experience in the development of Architecture and Deliverables identified under Section 11. 5+ years
Demonstrated experience standing up and delivering enterprise solutions/services, providing experience on maintainability and long-term lifecycles that extend beyond initial implementation. 5+ years
Solution analysis and delivery experience, including solution evaluation (custom vs COTS vs adapted COTS vs SaaS vs PaaS). 5+ years
Demonstrated experience in transformational projects acting as an architect with proven capabilities mentoring technical teams. 5+ years
Demonstrated hands on experience as an architect in the eHealth space. 3+ years
Demonstrated experience working with eHealth Standards Based Messaging, including HL7 V2, V3 and FHIR. 2+ years
Demonstrated competency in communication skills (written and oral) in English. NA

Reporting Structure
The successful candidate will report to DH's Director of Enterprise Architecture.

Work Location and Travel
  • The resource must be available to work on-site, full time in Fredericton. At the discretion of DH, a blend of on-site and off-site may be considered (60% on-site / 40% off-site i.e. 3 days on-site / 2 days off-site) after the resource has been adequately integrated to the work. Office space with current technology and access to necessary information will be provided in RBC Place, Fredericton, NB for the duration of the engagement.
  • During office Engagement If travel within the province is required, the Department will pay for travel outside of our area of business (Fredericton) as part of this assignment. Travel, meals, and lodging expenses will be reimbursed at the Province of New Brunswick employee travel rates.

  • DH will provide technology devices as required to complete the services requested in this Service Request.

Deliverables
The following Architecture deliverables will be the responsibility of the candidate. Consideration for managed services and cloud services will always be the preferred option.
Deliverable Description
Technical Requirements Technical requirements include functional and non-functional requirements needed to support Department of Health initiatives and solutions.
Technical/Solution Architecture Technical/Solution Architecture for Department of Health initiatives and solutions. The Architecture should include the proposed layout of the various environments (Dev, ST, AT, Prod), components, integration, network communications.
Technical/Solution Standards Technical/Solution Standards are required for the construction or acquisition of components and infrastructure. These include standards for communication, integration, desktop and networking standards for Department of Health initiatives and solutions.
Technical/Solution Guiding Principals Technical/Solution guiding principles for Department of Health Enterprise Architecture.

The successful candidate will be responsible for the evolution of the above deliverables throughout the solution acquisition, planning, design, development/configuration, and implementation phases of projects. The successful candidate will also be called on to support Innovation and eHealth as it relates to digital health solutions and not be limited to the deliverables highlighted above.
