Description:

Position Requires a Top Secret (TS/SCI) Clearance with FS Polygraph.

Business Analytics Support:

The Candidate shall create and maintain existing dashboards, data sources, data flows, automation scripts in support of the Customers Senior Leadership Team and operational teams needs.
The Candidate shall improve and expand capabilities to enable both executive understanding, stakeholder reporting and internal process management and execution support.
The Candidate shall produce useful information presented in clear views that enable leadership to make informed decisions. Output can in the form of metrics, progress-tracking visualizations, bottleneck identification (theory of constraints enablement), and myriad ad hoc projects that can span the activities of the entire organization.

Business Operations and Portfolio Operations Management Support:

The Candidate shall work closely with the Customer's Mission Partners, various tiers of Customer leadership and other teams to continuously improve the effectiveness of requirements management and the efficiency of overall organizational operations and delivery.
The Candidate shall ensure effective oversight and Customer Enterprise requirements traceability, tailoring Agile methodologies to work within the Customer's organizational structure using a variation of the Scaled Agile Framework (SAFe) to plan and execute all service delivery efforts.
The Candidate shall provide sound Agile and industry best practices to develop, manage, and track deliverables to facilitate delivery against Customer priorities.
The Candidate shall tailor and iteratively improve data service business operations and service delivery.
The Candidate shall identify and configure Customer-approved tools, such as JIRA, Confluence and Tableau in the performance of their duties.
The Candidate shall manage strategic data engineering projects and respond to high-profile data engineering tasks.
The Candidate shall facilitate organization-wide meetings and activities, such as informational, brainstorming, and action-defining events as well as Agile ceremonies.

Mandatory Requirements:

Demonstrated experience working with stakeholders to understand information needs and to identify possible visualizations to help answer questions or support decisions.
Demonstrated experience with development of prototype and finished dashboards, working iteratively with stakeholders to improve, revitalize, and explain dashboards.
Demonstrated experience understanding data, sources, and the limits of inference in terms of what data means and can convey this ensuring that the wrong conclusions aren't drawn based on source, structure, and quality of the underlying data.
Demonstrated experience with Python programming skills with ability to query data programmatically via APIs.
Demonstrated experience with data mixing and aggregation from multiple sources.
Demonstrated experience understanding and developing data flow processes to integrate, normalize, augment, and ultimately visualize data.
Demonstrated experience with Operations and Maintenance (O&M) of existing dashboards to include updates to layouts, colors, underlying data, addition of new information, tooltips, additional views, and data pipelines for metrics.
Demonstrated experience with maintenance of existing data sources, including management of JIRA extracts and searches.
Demonstrated experience with development of metrics, data collection processes to include regular API calls, scripted generation of data sources, python development and execution, integration with Tableau, Tableau Prep, and related data processing scripts.
Demonstrated experience with development of automation techniques to answer specific SLT questions based on data from multiple systems via their APIs.
Demonstrated experience with developing small applications to support business process activities using available tools such as SharePoint, Tableau, Excel, and PowerBI.

Business Operations and Portfolio Operations Management Support Team shall have:

Demonstrated experience managing portfolios of projects in a multi-team Agile development environment.
Demonstrated experience configuring and using JIRA to integrate multiple project teams at the portfolio level.
Demonstrated experience querying, staging, and bulk editing of JIRA data.
Demonstrated experience integrating JIRA data with data analytics and visualization tools such as Tableau.
Demonstrated experience producing customized and automated reports using JIRA.
Demonstrated experience using JIRA and Confluence to normalize the sizing of technical requirements, and coordinating workloads across teams for coordinated delivery.
Demonstrated experience facilitating routine, ad hoc operational, and strategic meetings.
Demonstrated experience leading Scrum of Scrums, Joint Sprint Reviews and Configuration Management Boards.
Demonstrated experience working with the Data Management Lifecycle.
Demonstrated experience with tailored SAFe implementations.
Demonstrated experience organizing and executing Program Increment (PI) planning events.
Demonstrated experience tracking and managing and coordinating PI activities, such as pre-PI grooming and refinement, session preparations, and training to orient and prepare teams.
Demonstrated experience managing PI-day operations, post reconciliation, PI Retrospective and post-PI execution efforts.
