Job Details

We are seeking a Senior Health Exchange Solutions Architect with deep expertise in State-based or Federal health exchange systems, Affordable Care Act (ACA) compliance, and Java-based full stack development. The ideal candidate will play a pivotal role in leading the design, architecture, and development of complex enterprise applications focused on eligibility, enrollment, and EDI 834 data exchanges for Medicaid and related programs.


Key Responsibilities:

  • Lead architecture, design, and development of Java-based enterprise applications within a health exchange environment.

  • Analyze and enhance eligibility determination rules and workflows per ACA and Federal health program guidelines.

  • Develop and maintain front-end interfaces using Angular, with backend services in Spring Boot/Java.

  • Lead the development and integration of EDI 834 transactions, ensuring compliance with state and federal data exchange standards.

  • Document technical requirements, design specifications, and system processes across the full SDLC.

  • Interface with business analysts, QA teams, and stakeholders to align technical solutions with business goals.

  • Provide hands-on technical leadership, mentoring developers and overseeing code quality and best practices.


Required Qualifications:

  • 72+ months experience working on NYS ACA or other State/Federal health exchanges.

  • 60+ months experience with eligibility determination and ACA compliance rules.

  • 60+ months working with EDI 834 transactions for Medicaid, CHP, or Essential Plan programs.

  • 60+ months full stack development using Java/J2EE, Spring Boot, and Angular.

  • 84+ months experience in IT analyzing complex systems and developing large-scale enterprise software.

  • Proven experience in proposing and developing scalable system architectures.

  • Strong documentation and communication skills to support full lifecycle software development.

  • Bachelor's degree in Information Technology or Computer Science.


Preferred Qualities:

  • Experience with NYS Health Exchange (NYSOH) systems or similar platforms.

  • Understanding of CMS regulations and health IT policy compliance.

  • Strong leadership skills with the ability to guide cross-functional teams.
