Job Description:
The Columbus Civil Service Commission seeks to engage a highly qualified Senior Business Subject Matter Expert (SME) to conduct an independent review and assessment of the Commission s operations.
This engagement supports the City s ongoing efforts to modernize its civil service system, ensuring that policies, procedures, and structures align with best practices across Ohio and the United States.

The selected SME will perform comparative research, provide modernization recommendations, and deliver actionable strategies to enhance operational efficiency, policy clarity, and workforce alignment with the City Charter and applicable laws.
The SME will be responsible for the following activities:
a. Research and Benchmarking
Examine policies, structures, and practices of civil service commissions across Ohio and nationally.
Identify leading models and approaches that promote efficiency, equity, and compliance.
Provide comparative data to evaluate the City s current practices against peer agencies.
b. Modernization Assessment
Assess the Commission s current operational framework, policies, and procedures; develop a comprehensive understanding of current operations in order to make recommendations.
Identify opportunities for modernization, process streamlining, and improved governance.
Ensure all recommendations align with applicable laws, City Charter provisions, and labor regulations.
c. Recommendations and Reporting
Prepare a comprehensive written report summarizing findings, benchmarks, and actionable recommendations.
Include strategies for short- and long-term modernization and process improvement.
Provide guidance for implementation planning and change management.
d. Presentation and Consultation
Present findings and recommendations to the Civil Service Commission and City leadership.
Participate in consultation sessions to clarify findings and support implementation readiness.
REQUIRED:
- Progressively responsible professional experience in business analysis, consulting, or subject matter expertise related to public administration, work 10 Years
- Bachelor s degree in business administration, public administration, law, political science, or a related field; advanced degree preferred.
- Demonstrated ability to analyze complex organizational systems and recommend practical, evidence-based improvements
- Proven experience conducting independent research, benchmarking, and report development for executive-level audiences.
- Strong written and verbal communication skills, including experience presenting findings to boards, commissions, or public officials.
- Experience working within or providing consulting services to public sector agencies, particularly municipal or state Civil Service Commissions. Highly desired
- Background in civil service law, human resources, or labor relations policy
- Familiarity with City Charters, administrative codes, or comparable governance structures.
- Experience in government modernization or process improvement initiatives
- Demonstrated success in projects involving policy analysis, strategic planning, and organizational transformation.
