Location : Tallahassee, Florida (ON-SITE)

SCOPE

Applications Development Analyst Task List:


Prepare Deliverables within the timeframe specified by the Contract and/or Functional Manager(s).

Deliverables the Contractor will be responsible for contributing to and/or producing as they relate to the design, development, implementation, or enhancement of Microsoft Dynamics, Power Platform, C#, .NET, application solutions include, but are not limited to:

Designs, develops, implements and maintains Microsoft Dynamics and Microsoft Power Platform applications and solutions.

ii. Document Current (AS IS) state of technical environments

iii. Tracks and controls, projects, work request orders, work assignments, and problem resolution.

iv. Operates as a technical lead in the design and implementation of new systems.

v. Works with business customers to identify requirements.

vi. Develops system documentation.

vii. Performs unit, system, integration, and load testing.

viii. Designs, develops, and enhances software applications.

ix. Performs database analysis and design.

x. Researches and resolves problems with software applications.

xi. Develops comprehensive test data.

xii. Document Requirements for Future (TO BE) state of technical environments

xiii. Perform code reviews and vulnerability scanning

xiv. Document and present suggested application solutions

xv. Entity Relationship Diagrams (ERD), Data Dictionaries, and Data Flow Diagrams.

xvi. Act as a mentor to staff in the design, development, and maintenance of systems.

b. Comply with OATS Administrative Policies and Procedures by working directly with the Department's Functional Manager throughout the PO term.

c. Prepare documentation that indicates all work completed complies with OATS policies and procedures. Apprise OATS staff on the progress of technical solutions as directed by the Department's Contract Manager or Functional Manager.

d. Address conflict and communication problems proactively.

e. Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager and appropriate Stakeholders.

QUALIFICATION REQUIREMENTS

a. Minimum Qualifications:

1) Ability to communicate effectively (verbally and in writing) with Department staff;

2) A minimum of three (3) years of professional work experience designing and configuring Microsoft Power Platform with Dataverse and/or Microsoft Dynamics solutions.

3) A minimum of five (5) years of professional work experience designing, developing, and implementing custom and cloud application solutions.

4) A minimum of five (5) years of experience in developing and implementing customized Microsoft .NET, .NET Core frameworks and design patterns.

5) Skills in designing the reports using Power BI.

6) Competency in client-side web development technology languages such as HTML, CSS, and JavaScript.

b. Preferred Experience:

1) Skills and experiences in conducting meetings with individuals and groups of people to discuss business processes and requirements. The people involved may be at the manager level or end user level. The people may be business-oriented or technical (IT) staff. The contractor will be expected to lead meetings and discussions related to their work. Experience with Joint Application Development (JAD) and Agile techniques are beneficial.

2) Certified as a Power Platform Developer Associate or a Dynamics 365 + Power Platform Solution Architect

3) Effective communications skills, including written and verbal ability to communicate technical concepts to non-technical business users.

4) Good technical writing skills.

5) Good problem solving and critical thinking skills

6) Skills and experience in deriving business process and data requirements from the reading and analyzing of process and systems documentation.

7) Skills and experience in translating the information from meetings and written materials into process models and/or process flow models.

8) Experience in the use of Microsoft Word, PowerPoint, and Visio 2019 or newer to create documentation and technical process model diagrams.

9) Writing skills and experience to create a data dictionary. Experience in the use of Microsoft Word is required.

10) Experience in working with IT technical staff to determine the infrastructure components within which any potential solution or modification would need to be able to operate.

11) Skill in using source code configuration management tools such as Azure DevOps

12) Skill in developing custom solutions using Visual Studio

13) Skill in designing, developing, testing and deploying web-based applications

14) Skill in designing, developing, testing and deploying database driven applications accessing Microsoft Dataverse, Oracle, and/or SQL Server.

c. Educational qualifications meeting at least one of the following levels:

1) A minimum of a bachelor's degree in one of the computer sciences fields or in management information systems or five years of work experience in information technology, systems analysis, management analysis, program planning, program research, or program evaluation.
