Job Summary:
We are seeking an experienced Application Architect and Senior Data Engineer to support the design, development, and implementation of critical system enhancements for CalPERS. The ideal candidate will lead technical efforts in enterprise data integration, architecture planning, and high-volume data processing, while ensuring the delivery of scalable and reliable solutions. The consultant will collaborate with the Enterprise Solutions Development team and provide subject-matter expertise in Oracle development, data engineering, and enterprise system architecture.
Key Responsibilities:
Design and implement application and data solutions that meet complex business requirements.
Lead the development of stored procedures, ETL processes, and performance-tuned SQL for high-volume data.
Analyze and document business and technical requirements; propose and design scalable architectural solutions.
Provide technical leadership on enterprise initiatives, including system upgrades and integration.
Review code and designs to ensure alignment with enterprise standards and performance benchmarks.
Create and maintain detailed technical design documentation, including best practices and lessons learned.
Perform internal QA/unit testing, support user acceptance testing, and oversee deployment activities.
Conduct ongoing knowledge transfer and system documentation for state personnel.
Support reporting and data analytics efforts using Power BI and Snowflake.
Facilitate regular meetings with stakeholders and contract managers to ensure all deliverables are documented and accessible.
Required Qualifications:
15+ years of experience in electronic data processing systems, including study, design, and programming.
15+ years working as a Solution Architect, with a focus on enterprise architecture and aligning IT solutions with business processes.
15+ years working with public pension systems or government retirement benefits systems (e.g., CalPERS).
15+ years of experience with Oracle 11g, Oracle 19c, PL/SQL, and SQL.
Proven expertise in developing and optimizing stored procedures and ETL processes for large data volumes.
7+ years of experience supporting or building IT actuarial systems.
Strong experience in data analytics and reporting tools, particularly Power BI.
Familiarity with Snowflake data warehousing solutions.
Demonstrated experience with technical documentation, stakeholder collaboration, and knowledge transfer.
Experience using Jira, Confluence, and Microsoft Teams for ticketing and collaboration.
Preferred Skills:
Prior work with government or public sector clients.
Exposure to CI/CD pipelines, DevOps environments, and automated deployment tools.
Excellent communication and mentoring skills.
