IT Procurement Analyst (Local to Austin, TX)

Job Title: IT Procurement Analyst RFP Development & Contract Management
Location: Austin, TX (Hybrid or Onsite preferred)

Level Description:
4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Certified Texas Contract Developer (CTCD), or Certified Texas Contract Manager (CTCM credentials a plus.

Job Description:
We are seeking an experienced IT Procurement Analyst to support procurement and contract development efforts in a government or public sector environment. The ideal candidate will have a strong background in RFP development, stakeholder engagement, and contract management. This role will collaborate with cross-functional teams including IT, legal, and program stakeholders to ensure successful procurement outcomes.

Responsibilities:
* Lead the creation and editorial duties for solicitation packages including RFPs and related documents.
* Facilitate Joint Application Development (JAD) sessions to gather and validate business requirements.
* Work with internal subject matter experts (SMEs) to incorporate program-specific details into procurement materials.
* Provide guidance on procurement processes, best practices, and solicitation strategies.
* Coordinate and analyze procurement needs across various departments or business units.
* Develop key performance indicators (KPIs), pricing models, and evaluation criteria.
* Act as a Subject Matter Expert (SME) in procurement-related workgroups and training initiatives.
* Support contract negotiations and vendor management activities.

Minimum Qualifications:
* 5+ years of experience writing Requests for Proposals (RFPs).
* 5+ years of experience leading JAD sessions to elicit and document requirements.
* 5+ years of experience developing key performance metrics for contracts.
* 5+ years of experience conducting quality assurance activities on large-scale projects.

Preferred Qualifications:
* Experience in public sector healthcare or Medicaid programs.
* Experience with AS-IS and TO-BE business process modeling.
* Experience developing cost models, pricing structures, and financial documentation.
* Familiarity with state-level procurement and contract management guidelines.
* Experience drafting RFPs in a public health or IT environment.
* Experience negotiating complex or high-value contracts.
* Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) is a plus.
