Job Summary

The Technical Delivery Lead will manage the delivery of projects and services either in the Information Services or Security teams. Responsible for planning, coordinating, and overseeing the execution of technical projects, ensuring that they meet the quality, scope, budget, security and timeline requirements. Functions as the main point of contact for clients, stakeholders, and internal teams, providing regular updates, feedback, and guidance. Provide support for SOW creation, proposal writing, contract negotiations, and implementation of government contract modifications. Collaborates with technical leaders, Project Managers, Scrum Masters, vendors and other partners who have accountabilities for project execution. Monitors cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the project/projects. Determines and coordinates the sharing of resources among their assigned projects to optimize outcomes. Interface with stakeholders, including external stakeholders and external vendors. Functions as an advocate to support higher-level management priorities. Provides leadership, direction, and guidance to their teams and direct reports. Provide regular status updates to leadership.

Education & Experience

Required:

If supporting TRICARE contract, must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
7+ years of related and progressive experience combining various elements of technical delivery or support, solutions implementation, process automation, project management, and team leadership
5+ years managing projects and/or project portfolios demonstrating experience in one or more project management processes: Agile/scrum master, Kanban, or waterfall
Bachelor's degree in Computer Science, Business Administration or related field or equivalent experience
Strong Interpersonal skills and customer service orientation required to interact with internal and external contacts

Preferred:

Project Management Professional (PMP) certification
Experience working with cloud Infrastructure and service delivery
Familiarity with DevSecOps processes, toolsets and automated deployment best practices
Familiarity with basic networking concepts and how they apply in cloud environments
Familiarity with programming concepts, report writing, Microsoft SQL or Oracle DBMS
Healthcare Industry Experience, to include Call Center, Clinical Operations, and Claims processing
Experience supporting medical management or customer service applications, web portals, and APIs
Experience implementing FISMA Moderate/High controls
Experience implementing security solutions for cloud-based systems

Key Responsibilities

Lead and manage the delivery of IT projects and services for clients, ensuring that they meet the quality, scope, budget, and timeline requirements.
Coordinate and communicate with the clients, stakeholders, and internal teams, providing regular updates, feedback, and guidance.
Manage the project risks, issues, dependencies, and changes, and escalate them as needed.
Ensure that the project deliverables are aligned with the client's expectations, requirements, and standards.
Facilitate the project meetings, workshops, and reviews, and document the outcomes and action items.
Provide coaching, mentoring, and support to the project team members, and foster a collaborative and positive work environment.
Contribute to the business development, proposal writing, and contract negotiation activities.
Stay updated with the latest IT trends, best practices, and technologies, and apply them to the project delivery.
Participate and/or lead large or complex technical projects.
Identify and remove roadblocks whenever possible to support the timely delivery of project tasks, governance standards, processes and metrics.
Ensure projects/programs are defined, tracked and communicated in a consistent and effective manner.
Incorporate effective change and risk management controls.
Partner with IT and business leadership and other key stakeholders to define opportunities, to identify and prioritize projects based on predefined criteria (return on investment, productivity, compliance).
Direct project/program managers with business case development.
Ensure projects within IT portfolios/programs are delivered on time, within budget, and within quality standards.
Perform other program/project management duties as assigned.

Technical Skills: Knowledge of technology impacts on business strategic direction enabling definition and integration of technical plans supporting the enterprise business functions; knowledge and expertise in project/program management methodologies and tools to include Agile; experience with product/solution/system lifecycles; expert knowledge in one or more of: system servers and data network; traditional telephony principals and support; Microsoft enterprise software, server principals and support; HP enterprise products and services: data communication and network architectures, design, and support; installation, maintenance and support of large scale application systems; healthcare industry experience, to include medical management and provider data/solutions: proficient with Microsoft Project, Project Server, Visio, and SharePoint Services.
