Job Details
Job Title: Senior Application Developer
Location: Bethesda, MD
Job Type: Contract

Key Responsibilities:
- Conduct and document business analysis, feasibility studies, scope definition, and time, schedule, and cost estimates.
- Lead the project from concept design, information architecture, user interface design, design and code development, QA testing, user acceptance testing, preparation & finalization for launch to final production.
- Research, prepare, and manage project documentation such as business process diagrams, scope definition, functional requirements, system design, technical specifications, interface controls, quality assurance plans, communication plans, training plans, change management plans, security plans, configuration plans and system implementation plans.
- Conduct usability research and analysis, including planning, facilitating, and conducting user and stakeholder interviews, documentation, training, and reporting.
- Conduct technical system, creative user interface, and information architecture design
- Create the architecture for and develop multi-tiered applications with backend integration of database systems.
- Prepare and document project plans for future releases and upgrades to the existing systems.
- Support installation, implementation, integration, and customization requirements.
- Prepare, document, and deliver training materials including user guides, online instructional material, and classroom training material. Deliver training classes both in person and virtual. Record classes as applicable. Develop surveys to collect end user feedback for all classes taught.
- Support release management and change control requirements for these applications and for other development.
- Perform unit, system, integration, user acceptance, and usability test planning and testing.
- Prepare, document, implement, monitor, and maintain security controls and procedures required for the system security assessment and authorization of the identity management infrastructure.
- Prepare, document, implement, monitor, and maintain procedures and technical solutions to secure personally identifiable information (PII) in the NIH identity infrastructure as required by NICHD, NIH, HHS, and other federal policy and best practices for security and privacy.
- Prepare and document agreements, including Memorandums of Understanding (MOU) and Service Level Agreement (SLA), and various interagency agreements.
- Ensure applications meeting the standards for accessibility by individuals with disabilities (Section 508 of the Rehabilitation Act) as well as all applicable Federal, HHS, NIH, and NICHD standards.
Qualifications
Prefer a combination of the following years of experience with these skill sets.
- With at least 4 years of experience in overseeing application development and ensuring quality control
- With at least 5 years' experience in .NET and SharePoint 2013/2016/2019/SPO, along with MVC, Ajax.
- With more than 5 years' experience with Nintex K2 automation
- Experience with ActivePDF products, Telerik RadControls, and iText/iTextSharp, SharePoint Search
- Experience writing web service calls
- With at least 5 years' experience writing stored procedures for both SQL Server and Oracle
- With at least 3 years' experience using USWDS
