Job Description: Identity Access Management (IAM) - Program Manager role in Oracle APEX technology.

Role Summary/Purpose:

An Onsite Identity Access Management (IAM) Program Manager oversees complex IAM projects, ensuring the delivery of secure access to systems and data. Responsibilities include project planning, risk management, stakeholder communication, budget management, and the implementation of strategies for identity lifecycle, provisioning, and access reviews, all while adhering to security policies and compliance requirements. The role requires leadership to guide teams and technical expertise to provide guidance on IAM domains like authentication, authorization, and privileged access management.

Essential Responsibilities:

Key Responsibilities

  • Program Leadership:

Lead and manage the successful, timely delivery of multiple, complex IAM initiatives from planning through completion.

  • Strategic Planning:

Define and execute strategies for modernizing IAM capabilities, often with a focus on automation, self-service, and AI-driven solutions.

  • Risk & Issue Management:

Identify, assess, and mitigate project risks, resolving unforeseen problems and ensuring program integrity and reliability.

  • Stakeholder Engagement:

Act as a liaison between technical teams and business leaders, ensuring clarity on objectives, scope, and risks.

  • Budget & Financial Management:

Oversee program budgets, create budget change requests, and manage financial health to ensure projects stay on track.

  • Technical Guidance:

Provide deep and broad guidance on IAM domains, including identity provisioning, authentication, authorization, and privileged access management.

  • Compliance & Auditing:

Oversee access certification campaigns, entitlement reviews, and ensure compliance with regulatory requirements, such as SOX.

  • Vendor & Tool Management:

Manage relationships with vendors and oversee the implementation and operation of IAM platforms.

  • Metrics & Reporting:

Define and track Key Performance Indicators (KPIs) and other metrics to monitor program progress, efficiency, and operational health.

Essential Skills and Expertise

  • Strong project management skills for planning, scheduling, and resource management.
  • Deep understanding of IAM concepts, tools SailPoint, and best practices.
  • Oracle APEX technology development experience.
  • Excellent communication and interpersonal skills for collaborating with cross-functional teams and senior leadership.
  • Familiarity with Agile and Waterfall delivery models.
  • Experience in managing teams and driving a culture of continuous improvement.
  • Knowledge of security standards, governance, and compliance, including SOX and audit readiness.

Qualifications/Requirements:

  • Bachelor's degree in Computer Science, Information Security
  • 15-20 years' experience
  • Technology: Oracle APEX
  • Domain: Identity Access Management(IAM)
  • Systems or equivalent related field preferred, with a minimum of 5 years of experience in Information Technology OR in lieu of the Bachelor's degree, a minimum of 9 years of experience in Information Technology
  • Minimum of 5 years of experience leading and managing diverse, global teams of employees and/or contingent workers.
  • Minimum of 5 years of experience in information technology, with a focus on information security in one or more of the following areas: Identity and Access Management, Privileged Access Management, security operations, security architecture, policy/governance
  • Minimum of 4 years of experience supporting auditors, audit inquiries and ad-hoc reporting
  • Experience with Identity Access Management
