Description

SAIC seeks an energetic and talented multi-disciplinary Systems Engineer to join an exciting program and Systems Engineering and Technical Assistance (SETA) team in Springfield, VA. The successful candidate will be a results-oriented, bias towards action self-starter with a willingness to learn and the ability to be an immediate contributor in fast paced, adaptive and innovative team environments. They will possess strong interpersonal and excellent communication (listening, verbal, and written) skills with the ability to forge and nurture close working relationships with project officers and executive level leaders and SETA throughout the customer organization, DOD, IC, and industry. Job responsibilities include providing tailored project management, navy acquisition specialized systems engineering, and technical analysis support for a portfolio of advanced capabilities in the maritime domain. Primary tasks include, but are not limited to:
  • Provide high-level Systems engineering and programmatic expertise to support systems/projects from concept through the concept development and acquisition phases of the system life-cycle.
  • Provide high-level systems engineering and programmatic expertise to support major systems that have entered into operations and maintenance phases of the system life-cycle.
  • Support project management efforts to include monitoring project cost, schedule, technical performance, and risk throughout the system life-cycle.
  • Participate in system working groups and program/project technical status meetings/reviews, developing inputs, documenting procedures, and tracking minutes and actions items.
  • Support program management with critical thinking to assist with the development of acquisition plans, preparing/reviewing Statements of Work, Performance Work Statements, justification and approval (J&A) documentation, etc.
  • Support technical project and systems engineering management including Concept of Operations (CONOPs) generation, requirements development, and integrated milestone/schedule development.
  • Coordinate technical discussions with activities to identify system improvements to include research and development investments.
  • Support contract management efforts to include development of contract documents to enable awards to industry partners.
  • Support the program cost group as necessary in their conduct of formal cost estimates and assessments.
  • Provide subject matter expertise support to discussions, briefings, and document reviews provided to program oversight groups.
  • Support the development and maintenance of projects baseline configuration of capability needs and requirements.
  • Travel (5-15%) outside assigned work area.
Qualifications

Required education and experience:
  • Bachelor's degree and five (5) years or more of related experience: Master's and three (3) years or more of experience; years of experience may be substituted in lieu of a degree.
Required skills:
  • Five (5) years or more of experience providing technical project management and systems engineering in support of DOD and/or Intelligence Community (IC) acquisition programs.
  • Support project management efforts to include monitoring project cost, schedule, technical performance, and risk throughout the system life-cycle.
  • Shall have experience within the past years supporting an Acquisition Category (ACAT) program that achieved a major milestone.
  • Familiarity with team and administrative collaboration and analysis tools such as Microsoft SharePoint, Excel Access, and Project.
Clearance Requirements:
  • An active Top Secret/SCI security clearance with the ability to complete a counter-intelligence scope polygraph (post-hire).
Desired skills:
  • Bachelor's degree in a technical field such as engineering, physical sciences, mathematics, or operations research.
  • Current/recent Defense Back-to-Basics Program Management, Engineering and Technical Management, or equivalent acquisition qualifications.
  • PMP and/or other professional certifications.
