The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $93,500.00 to $124,250.00.

This position is exempt under the FLSA.

About the Position

*****Applicants must currently reside in Arizona or be willing to relocate to Arizona by the time of hire. *****

Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may be eligible for a Hybrid/Telework schedule dependent on the needs of the Judicial Branch.

The IT Governance, Standards, and Policies Manager is responsible for the design, management, and adherence to IT governance processes, policies, and standards regarding oversight of all IT assets and services. The IT Governance, Standards, and Policies Manager oversees process documentation and review, reporting and analytics, managing, measuring, and monitoring controls in support of decision-making, policies, risk management, and compliance. This role leverages communication and influence skills to drive compliance across the Judicial Branch, ensuring that operations, procedures, and products meet compliance standards and security protocols. This includes matrix leadership responsibilities across the IT organization and internal/external stakeholders to ensure compliance with the Administrative Office of the Courts (AOC) and IT governance standards, policies, and processes.

Position Qualifications

Education:
  • Bachelor's degree in computer science, management information systems, public or business administration, or a related field

Experience:
  • Seven (7) years of experience in managing IT governance, risk, and compliance


OR

Combined education and experience qualifications:
  • A combination of education and/or job-related experience may be substituted on a year-for-year basis


Our Preferred Candidate has:
  • Knowledge, experience and/or certifications in GRC tooling (SAP GRC, ServiceNow GRC)
  • Knowledge, experience, and/or certifications in GRC, SOC, & IT policies and standards
  • Certified in Risk and Information Systems Control (ISACA)
  • Experience working in a court environment and with AOC requirements

Essential Job Tasks

  • Provides regular onsite supervision and employs in-person assessment methods to gauge business needs through direct observation, monitoring group dynamics with face-to-face interaction, and interpreting body language and nonverbal cues. Establishes interpersonal connections, fosters engagement, and exemplifies expected behaviors.
  • Provides consulting support on a broad range of information technology matters and issues to enterprise customers to maximize technology investments
  • Develops information systems strategies and implementation plans on key technologies and makes recommendations to Judicial Management
  • Serves as technical lead on large, critical information technology projects
  • Develops judicial-wide technology methodologies, policies, and procedures to ensure consistency in the implementation of strategic plans
  • Creates process change by integrating new processes with existing ones and communicating these changes to impacted teams and functional areas
  • Measures the effectiveness of information technology initiatives and assists executive management in monitoring and evaluating information technology performance
  • Participates in task forces with senior management to study and prioritize specific business issues and/or new technologies and incorporate them into the Judicial Branch strategic technology plans
  • Conducts detailed reviews of all major development projects which are undertaken by any information technology function within the enterprise or as requested by senior judicial management
  • Identifies opportunities to re-engineer business practices to maximize the benefits of Judicial Branch information technology strategies and plans
  • Identifies emerging applicants' technologies to be introduced within the Judicial Branch which could significantly impact the enterprise
  • Assesses brand-new applications of computer and communication technology to determine the potential value for the enterprise
  • Builds business cases and identifies programs to measure benefits, particularly productivity-related, in order to insure value is being added consistent with enterprise productivity goals
  • Interacts frequently with all departmental management on internal and external operations, including review and application approval of all major contracts for services and equipment
  • Interfaces with external industrial and academic organizations in order to maintain state-of-the-art knowledge in emerging technologies and to enhance the enterprise's image as a first-class organization utilizing the latest thinking in this field
  • Monitors procedures to insure that, for potential information technology projects of any size, a comparison is made of build versus buy options
  • Facilitates strategic customer steering committees and represents the department at various Judicial initiatives
  • Monitors and manages AOC requirements, risk management activities, and compliance with judicial standards and policies across the Judicial Branch's enterprise
  • Performs analysis of vendor management and contract management to evaluate governance, risk, and compliance activities.
  • Manages governance processes against objectives and key results (OKRs)
  • Coordinates and tracks audits and provides guidance on appropriate audit responses.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.
