We Need a Project Manager / Program Manager with Knowledge of SACWIS (Statewide Automated Child Welfare Information Systems) along with Community-Based Care. ( Any State SACWIS + State of Texas Agency ( HHSC , DFPS ) Experience as well )

• A federal initiative created by the U.S. Children s Bureau..
• Many states (including Texas in earlier years) developed SACWIS-compliant systems like IMPACT (Information Management Protecting Adults and Children in Texas).

Community-Based Care (CBC)

• A Texas-specific initiative, not a federal system.
• It shifts the management of foster care and related services from the state (Department of Family and Protective Services - DFPS) to private community-based contractors (Single Source Continuum Contractors - SSCCs).
• Focus: Local providers manage placement, support services, and permanency outcomes, with DFPS still retaining oversight.
• CBC often interacts with state systems like IMPACT, but it is not the same as SACWIS.

Minimum Requirements:-

• Leading Information Technology software development projects.
• Understanding of a variety of software development topics, such as requirements writing, development, software testing, and code promotion.
• Working knowledge of Project Management Life Cycle processes.
• Working knowledge of project documentation including charters, project plans, work breakdown structures, resource management, status reports, issues logs, action logs, and decision tracking documents.
• Ability to analyze complex information and develop plans to address identified issues.
• Ability to manage changes in project scope, resources, and budget.
• Ability to communicate project progress and upcoming activities to project resources and all levels of project stakeholders.
• Skill in interpersonal relationships, including working with people under pressure, negotiating among multiple parties, resolving conflicts, and maintaining effective working relationships.
• Leading project teams to the successful completion of projects.
• Advanced Microsoft Office skills, particularly with Word, Excel, PowerPoint, MS Project, Visio, SharePoint, and Teams.
• Working knowledge of the following DFPS systems/programs: IMPACT, Community Based Care, CBC Batch and APIs.
• Lead Project Manager on Major Information Resources Projects.
• Working knowledge of Texas Project Delivery Framework requirements for major Information Resources Projects.
• Strong understanding of EIR Accessibility requirements and their technical specifications.
• Knowledge of SACWIS (Statewide Automated Child Welfare Information Systems) Certification requirements.
• Prefer Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) from the Project Management Institute.
