Project Manager 3 Engagement Overview:

The Project Manager 3 will support the Texas Facilities Commission (TFC) under DIR-CPO-5794 in an advisory and documentation capacity, focused on enhancing and formalizing internal project management practices.

This is a short-term, senior-level engagement tailored for a small agency environment. The selected consultant will not manage day-to-day delivery of IT projects, but will instead deliver documentation, policy recommendations, and practical tools aligned with TAC and DIR guidance.

Key Deliverables and Responsibilities:

Develop a formal Project Management Policy tailored for small-agency use and aligned with Texas Administrative Code (TAC) and DIR standards.

Create reusable templates and standardized project artifacts, including:

Project Charter

Scope Statement

Risk Register

Status Report Template

Change Request Forms

Provide expert advisory input on project governance structure and process definition.

Review draft materials with TFC stakeholders and iterate as needed.

Ensure deliverables are lightweight, scalable, and practical for a small agency context.

Engagement Expectations:

Consultant will work independently but in close coordination with TFC's CIO and designated team members.

All work is documentation- and advisory-based no direct management of active IT initiatives is included.
