Certifications (Required):

Certified Texas Contract Developer (CTCD)
Certified Texas Contract Manager (CTCM)

Must-Have State Experience:

Candidates must have prior experience with one or more Texas state agencies

Position Overview:

We re looking for a highly skilled IT Procurement Technician with deep expertise in State of Texas health agency procurement, preferably in Texas Medicaid projects. The ideal candidate will bring a proactive, independent work ethic and excel in RFP drafting, contract negotiations, pricing models, and working across departments.

Responsibilities:

  • Write and coordinate Requests for Proposals (RFPs)
  • Lead Joint Application Development (JAD) sessions with stakeholders
  • Develop key performance indicators for contracts and solicitations
  • Create AS-IS and TO-BE process flows
  • Build cost models, pricing workbooks, and financial requirement frameworks
  • Collaborate with program SMEs, HHSC IT, PCS, and Legal Services
  • Contribute to planning and implementation of federally funded projects (P/APDs)
  • Train internal staff and participate in procurement-related workgroups
