Job Title: Senior Technical Project Manager
Location: Quincy, MA (Hybrid)
Duration: 6 Months (Extension Likely)

Summary:

A government-affiliated organization is seeking a Senior Technical Project Manager to support initiatives within the Enterprise Data Management & Engineering (EDME) department. This role will primarily focus on overseeing a critical source system release and managing the associated impact assessments, coordination, change, and release management efforts across EDME projects. The Senior PM will report to the PMO Lead and operate within a cross-functional project environment, guiding initiatives from planning through execution and closure.

Key Responsibilities:

  • Define project scope, objectives, deliverables, and timelines in collaboration with stakeholders.

  • Develop and maintain detailed project plans covering schedules, milestones, and resource needs.

  • Monitor and adjust project progress to ensure timely delivery, within scope and budget.

  • Oversee full project lifecycle, ensuring alignment with strategic objectives.

  • Identify potential risks early and develop effective mitigation strategies.

  • Monitor risks and implement contingency plans as needed.

  • Provide clear, actionable risk reports to leadership and stakeholders.

  • Maintain ongoing engagement with stakeholders to gather feedback and ensure requirements are met.

  • Facilitate communication across business, technical, and vendor teams.

  • Ensure alignment between project goals and broader organizational strategies.

  • Deliver timely updates to senior management regarding risks, issues, and milestones.

  • Maintain detailed project documentation aligned with internal standards and best practices.

  • Prepare reports, presentations, and project artifacts such as solution approach documents and technical standards.

  • Support enterprise-wide visibility through unified project dashboards and reporting frameworks.

Required Qualifications:

  • 5+ years of experience in project/program management, ideally within healthcare or payer services.

  • Proven track record leading technical projects in areas such as data management, data engineering, analytics, and system integration.

  • Experience managing complex, cross-departmental initiatives using both Agile and Waterfall methodologies.

  • Familiarity with AWS and modern project collaboration tools.

  • Excellent interpersonal and communication skills; ability to translate technical details into business-friendly terms.

  • Proficient in Microsoft Office Suite, including Project and Visio.

  • Strong meeting facilitation and stakeholder engagement skills.

  • Demonstrated analytical and problem-solving abilities.

Preferred Qualifications:

  • Working knowledge of Agile practices, SDLC processes, and related tools.

  • Experience with Medicaid data or public healthcare systems.

  • Understanding of cloud-based platforms and services.

  • Background in government agencies, health plans, or provider organizations.

  • Project Management Professional (PMP) or Certified ScrumMaster (CSM) certification.
