Summary:
The Manager Police Security Systems & Access Control is responsible for overseeing card access, security systems, and other electronic technology/monitoring functions for the UNC Medical Center, Hillsborough, Chatham and Behavioral Youth Hospital, campus and non-campus office and medical buildings, clinics, and Morrisville (Lenovo) headquarters buildings. This role includes planning, directing, and supervising IT activities for the , implementing long- and short-term project plans and work schedules, and establishing standards and system requirements. The manager ensures the integrity and security of information systems, liaises with user groups to implement programs and resolve issues, negotiates hardware and software purchase and maintenance contracts, determines departmental work priorities, and consults with internal departments on safety and security concerns.
Responsibilities:
1. Security Systems Management:
Oversees all security systems under the pervue of the Hospital Police Department including access control, CCTV, RFID, and communications systems. This role involves building, training, motivating, and leading a professional team that aligns with organization's culture and ensures the integrity and security of information systems. Identifies, analyzes, and eliminates unsafe practices and security vulnerabilities. Communicates safety and security-related risks and vulnerabilities to the appropriate department head or manager. Collaborates with user groups to implement programs, assess needs, address issues, and negotiate purchase and maintenance contracts for hardware and software. Develops and maintains regulatory agency required written security management plan including the preparation of the annual TJC written review of the scope and effectiveness of the security management plan for presentation to the EOC Committee and organizational leadership.
2. Technology Leadership:
Provides overall technology leadership and administrative support various security-related hardware and software including, but not limited to, special purpose software for Computer Assisted Dispatch, Parking Management and report writing. Advises department leadership and ISD on technology opportunities and concerns. Establishes goals and manages resources to improve the effectiveness and transparency of security systems.
3. Technical Support and Implementation:
Provides subject matter expertise for assigned areas and technical support for the successful implementation, maintenance, and technical support of security systems. Ensures appropriate testing and validation prior to implementing new and/or enhanced technology solutions in production. Provides leadership in selection, implementation and management of departmental computer software and hardware assets. Trains and educates departmental staff and others on subject matter elements.
4. Security Design and Standards:
Develops and implements security design and physical security standards, focusing on card access and camera technology. Participates in the design and development of new construction and renovation projects to ensure security design elements integrated. Accommodates appropriate new technology while capitalizing use of existing equipment.
5. Operational Management:
Maintains knowledge of budgetary requirements, assists in budget development and manages areas of responsibility within allocated budget. Develops and maintains up to date departmental and organizational policies and procedures for areas of responsibility. Assists executive leadership in establishment and completion of goals and objectives in support of and complementary to organizational goals.

Bachelor's degree in Information Technology, Computer Science, or a related field; Master's degree is preferred.
Licensure/Certification Requirements:
NCDL required.
Professional Experience Requirements:
Minimum of seven (7) years of experience in operations analysis and design, systems programming or closely related area with at least 3 of those years managing a technology group.
Must have a proven track record of successful project delivery and team leadership.
Knowledge/Skills/and Abilities Requirements:
Technical Knowledge: In-depth understanding of IT systems, infrastructure, networking, databases, security protocols, camera security, and card access systems.
Project Management: Familiarity with methodologies like Agile, Scrum, and PMP.
ITIL Practices: Knowledge of ITIL practices for IT service management.
Software Development Life Cycle: Understanding of software development processes and programming languages.
Cybersecurity: Awareness of cybersecurity threats and measures.
Cloud Platforms: Proficiency in cloud platforms like AWS and Azure.
Data Governance: Knowledge of data governance principles and practices.
Operational Management: Understand business processes, financial management, and strategic planning.
