Supervisory IT Director of Application Solutions/Project Management Office

Location: Kings Point, NY

 

Position Summary

The Director of Application Solutions supports the United States Merchant Marine Academy (USMMA) in Kings Point, NY. The United States Merchant Marine Academy is a federal service academy that educates and graduates leaders of exemplary character who are committed to serve the national security, marine transportation, and economic needs of the United States as licensed Merchant Marine Officers and commissioned officers in the Armed Forces.

 

Essential Functions

  • Manages, leads, and plans activities as they relate to IT applications, programs, procurement actions, requirements, and projects.
  • Assists in the strategic management and development of highly complex IT applications; provide advanced policy guidance; develop short-term, mid-range, and long-term PMO plans; devise new PMO policy concepts; reach valid conclusions which are acceptable and fiscally/programmatically sound; develop action plans, alternatives, and recommendations which improve Federal and Departmental PMO delivery
  • Works to streamline administration and project activities with strategic goals aligning to the IT strategic and cybersecurity plans and serves as a liaison to advance cross-functional processes that impact business and projects.
  • Complies with DOT OCIO FITARA authorities and other Federal requirements including, but not limited to IT budget and IT spend plan processes.
  • Participates in the analysis and formulation of broad program, technical, and administrative policies and procedures needed for strategic planning, executing, and deploying various IT products and services.
  • Leads the development and refinement of processes, procedures and standards to support departmental IT requirements.
  • Assists in establishing guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers performance; demonstrates and conducts work performance critiques

 

Preferred Experience

  • Senior level knowledge of IT processes and technology to clearly and effectively communicate with all levels of industry and government personnel (including Congress, agency heads, Secretarial officers, corporate CEOs/CIOs) on politically sensitive and technically complicated IT issues and to develop/implement requisite IT policies.
  • Senior level ability to develop and support cost analysis and the budget in order to maintain a cost-effective and efficient operation and to ensure competitive service delivery
  • Senior level experience organizing and managing in an environment of shifting guidelines, directions and priorities. Full understanding of the organizational relationship among projects, customer requirements and CIO mission
  • Certification as a Project Management Professional (PMP) is preferred
  • Expert knowledge of analytical, evaluation and reengineering methods to be able to determine technical, financial, and programmatic implications of potential IT capital plans and investments and to ensure compatibility/conformity with IT architecture/standards/strategies.
  • Senior level knowledgeable of Contracting Officer Representative (COR) guidelines and practices along with a thorough understanding of franchise, shared service, cloud computing and fee for service concepts and operations. A Federal Acquisition Certification (FAC) Contracting Officer s Representative (COR) Level III and FAC Project Management (P/PM) Level III certifications are required.
