Job Overview

We are seeking an experienced IT Healthcare Consultant Project Manager to lead projects and system changes for the Medicaid Management Information System (MMIS) and related subsystems. This role involves evaluating agency needs, analyzing business processes, and translating requirements into IT and business solutions. You will coordinate and guide a team of business analysts while serving as the primary liaison between business stakeholders and IT teams.

Key Responsibilities

  • Lead and coordinate a team of business analysts on MMIS and healthcare IT projects.

  • Document and analyze business processes, requirements, and data models.

  • Translate business requirements into functional specifications and manage changes.

  • Support and guide business analysts through requirements development and management.

  • Ensure system change requests are classified, evaluated, and prioritized.

  • Act as liaison between business units, vendors, and IT teams to deliver solutions.

  • Analyze operations to identify automation opportunities and process improvements.

  • Support business process redesign and documentation for new technology.

  • Communicate effectively with executive leadership, project teams, and stakeholders.

  • Identify risks, issues, and recommend actionable solutions.

  • Participate in requirements management processes (change control, versioning, traceability).

  • Maintain business rules, requirements, and models in repositories.

  • Provide project-related support, including vendor and stakeholder coordination.

Required Skills & Experience

  • 5+ years of experience in government IT projects as a Business Analyst or similar role.

  • 5+ years of experience eliciting, documenting, and analyzing business rules and processes.

  • 5+ years of Medicaid project or operational experience.

  • Strong knowledge of formal business process documentation and modeling techniques.

  • Ability to create and manage requirements and use cases.

  • Skilled in gathering requirements from stakeholders, regulations, and policies.

  • Excellent written and verbal communication skills, with the ability to interact across all levels.

  • Proficiency in graphical process flow software and requirements documentation tools.

  • Bachelor's degree in Technical, Business, or Healthcare field (or equivalent experience).

Preferred Skills

  • Expertise in Medicaid or other healthcare insurance systems.

  • Hands-on MMIS project or operations experience.

  • Proficiency in Microsoft Project / Project Server.
