Job Title: Senior Business Analyst
Location: Nashville, TN (Onsite)
Duration: Long-Term Contract
Overview:
We are seeking an experienced Senior Business Analyst to support functional analysis, requirements management, and process optimization for large-scale human services or social services applications. The ideal candidate will have hands-on experience working within public sector eligibility or benefits systems and will play a key role in ensuring system changes align with program policies and operational goals.
Key Responsibilities:
- Act as a liaison between business stakeholders, IT teams, and vendor partners to ensure project goals are achieved.
- Elicit, document, and validate business and functional requirements through workshops, interviews, and data analysis.
- Analyze and evaluate proposed system changes to ensure compliance with business rules and policy objectives.
- Develop and maintain Business Requirements Documents (BRDs) and related documentation throughout the project lifecycle.
- Collaborate with subject matter experts (SMEs) to translate program needs into system functionality.
- Conduct data and process analysis to identify improvement opportunities and support decision-making.
- Participate in system testing, validation, and quality assurance activities.
- Support ongoing system maintenance and operations by coordinating issue resolution and monitoring enhancements.
- Facilitate clear communication among business teams, IT staff, and leadership to ensure shared understanding of priorities and outcomes.
- Contribute to project planning, design discussions, and release management activities within the SDLC
Required Qualifications:
- 5+ years of experience as a Business Analyst or Functional Analyst in a complex systems environment.
- 3 5 years of experience working with human services or social services applications, ideally within public sector eligibility or benefits systems.
- Hands-on experience with SNAP (Supplemental Nutrition Assistance Program) and TANF (Temporary Assistance for Needy Families) programs, including understanding of policies and eligibility workflows.
- Strong analytical and problem-solving skills with the ability to bridge business needs and technical solutions.
- Expertise in requirements elicitation, analysis, and documentation using structured methodologies.
- Knowledge of functional system design, integration points, and case management processes.
- Excellent communication skills (both written and verbal), with the ability to interface effectively with business, IT, and leadership stakeholders.
- General understanding of software development lifecycle (SDLC) phases requirements, design, development, testing, and deployment.
Preferred Qualifications:
- Experience with integrated eligibility systems or public sector modernization projects.
- Knowledge of J2EE-based architectures, web technologies, and data integration concepts.
- Familiarity with rules-based automation and policy-driven system design.
- Experience supporting maintenance and operations (M&O) post-implementation.
- Bachelor s degree in Information Systems, Public Administration, Computer Science, or a related field (or equivalent experience).
