Job Details

Apptech Group is seeking a Sr. Business Analyst to join their team at a state client in supporting a multi-agency technology modernization initiative focused on public safety and data-driven operations.

This position will lead requirements elicitation, stakeholder engagement, process documentation, and solution definition to support the development of a future-state system and the creation of a comprehensive, procurement-ready Request for Proposal (RFP).

The ideal candidate will be experienced in leading structured business analysis efforts within complex environments preferably in justice, transportation, or law enforcement systems and comfortable facilitating discussions across technical, operational, and policy teams.

Job location: Minnesota(Local candidates preferred)

Key Responsibilities

  • Lead workshops and interviews with diverse stakeholder groups, including agencies staff, data users, and technical staff.
  • Capture and validate detailed functional and non-functional requirements for system modernization.
  • Translate business needs into clear, testable requirements and process documentation.
  • Develop use cases, user stories, data flow diagrams, and future-state process maps.
  • Conduct discovery sessions to understand current workflows, challenges, and priorities.
  • Build consensus among multiple agencies and stakeholder groups.
  • Document stakeholder inputs to ensure the RFP and future solution reflect shared goals.
  • Collaborate with architects and technical consultants to align requirements with enterprise standards and integration frameworks.
  • Support development of conceptual future-state architecture and data governance recommendations.
  • Contribute to interoperability and data-exchange requirement definitions.
  • Draft and refine technical and functional sections of the RFP documentation.
  • Participate in vendor evaluation as an advisory member, ensuring alignment with documented requirements.

Qualifications

  • Bachelor s degree in Business Administration, Information Systems, or related field (Master s preferred).
  • 12 years of experience in business analysis or systems modernization within the public sector, justice, or public safety domains.
  • Proven experience leading stakeholder workshops and elicitation sessions.
  • Strong understanding of SDLC, Agile, and hybrid delivery methodologies.
  • Experience developing or contributing to large-scale government RFPs.
  • Excellent communication, facilitation, and documentation skills.
  • Ability to manage competing priorities across multiple teams and stakeholders.
