The Business Analyst is responsible for the analysis, documentation, and process mapping of current state business and IT systems as part of an enterprise application modernization program. The duties and responsibilities of this position are as follows:
Requirement Gathering and Analysis
Engage with stakeholders to identify and document business needs, objectives, and challenges;
Conduct workshops, interviews, surveys, and meetings to gather requirements; and
Analyze and translate business requirements into technical specifications.
Documentation:
Create detailed business requirement documents (BRDs) and functional requirement specifications (FRS);
Prepare use cases, process flow diagrams, and system mockups to visualize solutions; and
Maintain documentation for future reference and audit purposes.
Stakeholder Communication
Act as a liaison between business stakeholders, project managers, and technical teams; Facilitate effective communication to ensure all parties have a clear understanding of requirements; and
Conduct presentations and walkthroughs for stakeholders to validate requirements.
Solution Evaluation
Collaborate with development teams to ensure requirements are implemented accurately;
Test proposed solutions to verify they meet business needs User Acceptance Testing (UAT); and
Identify gaps or issues in the proposed solutions and suggest modifications.
Process Improvement:
Evaluate current business processes and recommend improvements or optimizations;
Implement best practices and standards in business analysis and documentation; and
Provide insights into trends and patterns through data analysis.
Minimum Qualifications:
1. A minimum of three (3) years of relevant technical or business work experience.
2. Serves as a liaison between the business community and the IT organization to provide technical solutions to meet user needs;
3. Possesses expertise in the business unit(s) they support, as well as an understanding of the IT organization s systems and capabilities;
4. Analyzes business partner s operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions;
5. Assists in the business process redesign and documentation as needed for new technology;
6. Translates high-level business requirements into functional specifications for the IT organization and manages changes to such specifications; Educates the IT organization on the direction of the business;
7. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation;
8. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise s competitive edge; and
9. Make recommendations for buy versus build decisions.
Required Qualifications:
The Department is seeking two (2) full-time, on-site Business Analysts
A bachelor s degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.
The Department requires the following experience, skills, and knowledge for this position:
1. A minimum of three (3) years of relevant technical or business work experience;
2. Strong skills in analyzing and documenting technical processes, mapping out business processes, identifying bottlenecks, and analyzing inefficiencies;
3. Experience with data mapping, data modeling, and data integration between systems;
4. Experience with Microsoft Visio and ability to demonstrate proficiency; and
5. Strong verbal and written communication skills and interpersonal skills.
NOTE: In addition to the above list, the selected Candidates must successfully complete a Level II Background Check.
Preferred Qualifications:
The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this position:
1. Familiarity with business process mapping and defining current state applications in requirements documentation;
2. Experience facilitating sessions with business leadership, Subject Matter Experts (SMEs), and users within a business function; and
3. Skilled in understanding web applications and common application approaches to support business capabilities.
