Job Details
Our direct client, the State of Wisconsin (DWD), is seeking a COBOL Mainframe developer with a history of supporting Welfare systems at the state level. Here is a quick rundown of the position (see attached for full job description)
: ROLE TITLE: COBOL Mainframe Programmer VI (Welfare Systems)
MAXIMUM RATE: Depending on experience and match to the role. This rate assumes a corporate-to-corporate or 1099 structure. A W2 structure is possible, but the rate would need to come down to cover employer costs (ask for a quote).
PAYMENT TERMS: Payments are cut bi-weekly with Paid when Paid terms (meaning well pay the same day we receive payment from the end-client).
START / END: 08/25/25 to 06/30/2026, with a reasonable possibility of a multi-year extension. The state cannot post any job beyond the end of the current fiscal year (June 30, 2026, in this case). So, while many jobs at the state can run for multiple years, they are all capped at the start of the current fiscal year (and must be renewed each fiscal year).
WORK ARRANGEMENT:
90% Remote from within Wisconsin.
Must be able to come on-site as needed with sufficient notice.
The candidate must be a current resident of Wisconsin. If not a current WI resident, the candidate must be relocated by the start date.

Here is what I need to see (IMHO) to warrant qualifying a candidate deeply:
COBOL, DB2, etc. 10+ years (JCL, DB2, CNTL-M, online/batch, etc.)
Prior roles with DWD in the State of WI (ideally) or similar in other states
Prior roles supporting Welfare Systems at the state level (like Child Care Child Welfare (CCCW) in WI)
.NET Exposure (nice to have)
