We are seeking an exceptional Systems Administrator to serve as a Lead for enterprise-level federal operations. This senior-level position requires a technical leader who can ensure stable operation of complex computer software systems and network connections while managing distributed teams supporting large-scale Oracle environments. The successful candidate will provide strategic technical direction, optimize system performance, and lead multi-location operational support for mission-critical federal systems serving over 300,000 users.
The Defense Logistics Agency (DLA) Program Executive Office (PEO), J62- System Applications and Products (SAP) Platform, J62X mission requires providing consolidated application support and technical services for the DLA Enterprise Resource Planning (ERP) applications suite of systems supporting PEO Portfolios, Information Technology (IT) programs and projects across the DLA IT Enterprise.
This consolidated application support includes, but is not limited to, application database administration, application-level web system administration, and technical support for up to an estimated 300 DLA applications/systems in production, test, development, and or staging environments hosted in government or commercial cloud and on-premise environments.
Roles and Responsibilities:
Systems Leadership & Enterprise Management
Lead Design and Operational technical teams supporting enterprise Oracle Fusion Middleware platforms with 300,000+ users
Direct day-to-day system administration across multiple locations including system optimization and user assistance
Plan, develop, install, configure, maintain, and optimize all network software and communication links
Organize and direct configuration and operation of information management systems
Infrastructure Operations & Support
Ensure stable operation of approximately 300 enterprise applications across Windows, UNIX, and Linux platforms
Provide local and remote maintenance support for operational systems deployed at multiple locations
Perform general maintenance, upgrades, and new installations of servers and applications
Manage 150-200 monthly tickets with strict SLAs: incidents (8hr assign/72hr close), service requests (24hr assign/5-7 day close)
Provide 24/7 on-call support for production systems on rotating basis
Performance Analysis & Optimization
Conduct capacity and performance analysis across enterprise environments
Provide system configuration change and upgrade recommendations
Apply advanced technical knowledge of application networking including load balancing and fault tolerance
Develop automated tools and scripts to increase system administrator efficiency and accuracy
Monitor application logs and system performance to ensure optimal operations
Security & Compliance Management
Perform vulnerability management and security assessments across all platforms
Implement Security Technical Implementation Guides (STIGs) and respond to CERT tasking
Support Risk Management Framework (RMF) audits and Information Assurance assessments
Maintain federal security compliance and coordinate vulnerability remediation
Training & Process Development
Develop system administrator procedures and conduct training and skills assessments
Provide end user training and Tier III support for technical issues
Create and maintain technical documentation using SELC format
Maintain SharePoint documentation libraries for all recurring processes
Strategic Technology Direction
Provide recommendations on technology direction to align with business vision
Analyze and resolve end user software program and connectivity issues
Present technical solutions and recommendations to executive-level stakeholders
Act as technical liaison between operations, development, and project management teams

Required/Desired Skills:
Minimum 10 years of specialized experience in Information Processing
4+ years concentrated, hands-on experience installing, configuring, maintaining, and resolving software issues
Secret clearance or higher preferred
8570 compliance (Active Security and OS certifications)
Leadership experience managing Design and Operational technical teams
Enterprise-scale experience supporting systems with over 300,000 users in production environments
Technical Skills
Advanced knowledge of Windows Server, UNIX, and Linux operating systems
Enterprise Oracle Fusion Middleware platform administration
Network software and communication links management
Application networking including load balancing and fault tolerance
Vulnerability management and security assessment tools
Automated scripting and tool development (PowerShell, Bash, Python)
System performance monitoring and optimization
Multi-location system support and remote administration
Enterprise ticketing systems (ServiceNow preferred)
Federal Experience
Proven experience supporting DoD or Federal environments
Knowledge of federal compliance requirements (FISMA, FedRAMP)
Experience with Security Technical Implementation Guides (STIGs)
CERT response and vulnerability remediation experience
Leadership & Communication Skills
Proven ability to lead and manage technical teams
Executive-level presentation and consultation skills
Strong written and oral communication abilities
Experience training technical staff and end users
Ability to translate technical concepts for non-technical stakeholders
Preferred Qualifications
Advanced certifications in Windows/Linux administration
Oracle Fusion Middleware certifications
Project Management Professional (PMP) or equivalent certification
ITIL Foundation certification
Advanced security certifications (CISSP, CISM)
Federal contracting experience
Experience with cloud technologies (Oracle OCI, Azure)
Knowledge of DevOps/automation tools
