Job Details

Job Summary: The Senior Technical Analyst is a Key Personnel role responsible for the independent assessment, analysis, and validation of technology systems, services, and processes. This role ensures that critical platforms like Grant Solutions and Grants.gov are functional, secure, and compliant through rigorous testing and technical oversight throughout the Systems Development Life Cycle (SDLC).
This position is contingent upon contract award.
Responsibilities:

  • Independent assessment, analysis, and validation of technology systems, services, and processes
  • Ensure functionality, security, and compliance of platforms such as Grant Solutions and Grants.gov across the Systems Development Life Cycle (SDLC)
  • Develop and execute verification tests, including in-sprint, post-sprint, and pre-release testing cycles
  • Conduct functional, performance, and regression testing for new and existing system features
  • Create independent test plans, test cases, and test scripts to validate releases against design requirements
  • Support and participate in user acceptance testing to confirm readiness for production
  • Evaluate technical documentation such as administration guides, operations manuals, user guides, and release notes
  • Assess compliance with federal IT requirements, including Capital Planning and Investment Control (CPIC)
  • Present change requests to the Configuration Control Board and track approved changes through completion
  • Analyze federal policies and OMB guidance to determine system and operational impacts
  • Monitor development and posting of funding opportunity announcements and grant application packages
  • Analyze application submission data and registered user activity to evaluate portal effectiveness
  • Perform end-to-end financial validation, including reconciliation of Shared Service Fund billing reports by order number and agreement line items
  • Define and track key performance indicators to measure system usage, capacity, and customer satisfaction
  • Establish performance baselines for system usage, capacity, and customer satisfaction
  • Identify challenges and propose measurable metrics for program performance reporting
  • Analyze website and portal usage statistics, including funding opportunity postings and submission trends, and recommend data collection improvements
  • Advanced proficiency with Agile development methodologies and lifecycle processes
  • Strong experience in systems analysis and investigation of complex technical issues
  • Ability to develop clear, concise technical documentation and executive-level reports with minimal supervision
  • Expertise in developing acceptance test plans and evaluating system operations artifacts

Minimum Requirements

  • Bachelor s degree in Information Technology, Computer Science, Engineering, or a related field
  • Minimum of 7 years of experience in technical analysis, system testing, or IV&V roles within Full Cycle Grant Solutions environments
  • Hands-on experience supporting systems through the full SDLC in an Agile environment
  • Experience working with or supporting federal IT systems and compliance requirements
  • Strong written and verbal communication skills for technical and non-technical stakeholders
