Project Description or Key Responsibilities

Overview

The client is seeking an experienced PeopleSoft Payroll Consultant to assess and document their current payroll processes, identify weaknesses and gaps, and provide actionable recommendations to streamline operations and reduce payroll errors. This engagement is advisory in nature and will focus heavily on faculty contract pay within a higher education environment.

Scope of Responsibilities

The consultant will be responsible for delivering end-to-end professional consulting services, including:

  • Conducting working sessions, interviews, and presentations with administrators, payroll staff, and key stakeholders
  • Developing a written project overview and scope outlining approach, timeline, and deliverables
  • Executing the approved project plan within agreed timelines
  • Providing ongoing status updates, progress reports, and a final written and verbal summary of findings
  • Ensuring appropriate oversight, follow-up, and adherence to project milestones

Required Expertise & Qualifications

At a minimum, candidates must demonstrate:

PeopleSoft Payroll Expertise

  • Extensive hands-on experience with PeopleSoft HCM 9.2 – Payroll for North America
  • Deep expertise in Contract Pay, including:
    • Faculty salary processing tied to grade and step schedules
    • Contract generation, payment distribution, and reconciliation
    • Alignment of payroll outcomes with institutional pay structures

Higher Education / Public Sector Experience

  • Proven experience supporting payroll operations in higher education
  • Strong understanding of multiple pay calendars, including:
    • 9-month and 12-month faculty pay cycles
    • Earned Not Paid (ENP) and Paid Not Earned (PNE) scenarios

SIS Integration Knowledge

  • Working knowledge of PeopleSoft Student Information System (SIS)
  • Experience with faculty overloads, adjunct assignments, and load hours flowing from SIS into HCM for payroll processing

Key Deliverables

The consultant will be expected to provide, at minimum:

  • Current-State Payroll Process Maps
    • Visual flowcharts illustrating how all types of pay are earned
    • Eligibility criteria, calculation logic, decision points, data flows, and manual interventions
  • Process Risk & Gap Analysis
    • Identification of steps that are:
      • Error-prone
      • Highly manual
      • Bottlenecks or redundant
    • Documentation of areas where existing automation is underutilized
  • Findings & Recommendations
    • Clear observations and recommendations for improving payroll accuracy, efficiency, and reliability
    • Best-practice recommendations with a strong emphasis on higher education faculty pay
  • Prioritized Improvement Roadmap
    • Ranking of recommendations based on potential impact and value to the organization

Ideal Candidate Profile

  • Senior-level PeopleSoft Payroll SME
  • Strong communicator who can work effectively with both functional and technical stakeholders
  • Comfortable leading discovery sessions and translating complex payroll processes into clear documentation
