Job Details

Texas GovLink, Inc. is an Austin-based firm which has for 25 years been a top-tier provider of technical and business professionals to clients in Texas. We are currently seeking an experienced eLearning Trainer and Developer to be a key resource on a technical services team for our client, the City of Austin (COA).

Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Designs and performs needs assessments to analyze and identify short-term and long-term training needs.
  • Analyzes the results of needs assessments, meetings, research, and other forms of communications in order to develop strategies for the development of training.
  • Surveys various training techniques, materials, and commercial offerings to select the most appropriate process for the delivery of training when necessary.
  • Researches commercial training offerings and determines feasibility of use.
  • Develops storyboards and other written training materials, visual aids, and reference materials, including course curriculums.
  • Delivers targeted, audience-appropriate instructor-led training materials as well as developing complex interactive eLearning training modules.
  • Develops and edits existing images and documents to create visual aids and other course materials.
  • Develops implementation plans, assessments, and course descriptions for the delivery of training, and maintains and shares all training development records with the City of Austin appropriately.
  • Performs preproduction, production, and postproduction work on computer- and video-training materials that use computer and audio-visual technologies for on-demand use.
  • Analyzes laws, codes, policies, system manuals, and existing course materials and consults with subject matter experts to design and develop curriculum related to trainees' needs.
  • Coordinates the activities of training development personnel, assigning tasks, and monitoring their completion.
  • Designs on-demand courses with the ease of future maintenance in mind such as using consistent labeling practices across all files.
  • Participates as a team member with City of Austin employees.
  • Provides leadership for groups including other professionals and support staff in the area of training.

  • Knowledge of instructional systems design methods.
  • Knowledge of City practice, policy, and procedures.
  • Skill in oral and written communication.

  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Ability to facilitate and deliver training.
  • Ability to work with frequent interruptions and changes in priorities.

  • Knowledge of training and adult learning principles.
  • Ability to establish and maintain good working relationships with other City employees and vendors.

Qualifications

Minimum (Required):

3 years of:

  • Experience creating eLearning modules using Articulate Rise and Articulate Storyline software application
  • Experience creating eLearning modules related to finance topics.

Preferred (Optional):

  • Experience developing curriculum and delivering training modules and workshops.
  • Experience creating eLearning modules related to software guides which include software simulations.
  • Experience with CGI s Advantage Financial software.
