Summary

This position is being recruited under 10 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervisor/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA EII/Risk Management Directorate.

Duties

Help

  • Determines program, goals, objectives, and resource requirements; plans and assigns projects and tasks; supervises and delegates authority and responsibility to subordinates, using one or more project or team leaders.
  • Performs strategic planning, programming and budgeting for IA engineering programs with the support of an interdisciplinary team of computer scientists, engineers, and resource managers.
  • Oversees multiple projects executed by subordinate project or team leaders in support of one or more Chief Engineers.
  • Supervises the development and origination of information, techniques, and methodologies applicable to assessing and securing commercial cloud for the protection of DOD systems networks, enclaves, hosts and applications.
  • Applies risk management principles to understand cloud architectures, audits and risks to make informed decisions.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment.
  • Position requires a Security clearance of Top Secret/SCI/ADP II.
  • May be subject to initial and random drug testing for this position, if applicable.
  • In accordance with Dod 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualifications in 12 months and any future Cybersecurity Workforce qualifications/credentialing.
  • May temporarily perform cyberspace workforce position duties while obtaining qualifications under the direct supervision unless the qualification requirement is waived by OSD or DoD Component head. If qualifications are not met, must be reassigned.

Qualifications

Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

  • Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  • Customer Service-Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
  • Oral Communication-Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  • Problem Solving-Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience:

To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Possessing knowledge of computer networking concepts and protocols, network security methodologies, risk management processes including methods for assessing and mitigating risk; applies risk management principles to understand cloud architectures, audits and risks to make informed recommendations and decisions; in addition to IT related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Telework availability will be based upon the mission requirements and supervisory determination
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
