What You ll Do:
The Senior Computer Programmer will provide comprehensive IT systems, hardware, and software support for existing Right of Way (ROW) IT systems. This role requires strong expertise in application development, system maintenance, troubleshooting, and project management. The individual will design, develop, test, and implement applications and enhancements while ensuring compliance with security requirements, best practices, and state agency interoperability. The candidate will also support large-scale deployments across 25 ROW locations, collaborate with contractors, and provide ongoing maintenance, quality assurance, and user support.
Responsibilities will include but are not limited to:

  • Provide IT systems, hardware, and software support and maintenance for ROW IT systems.
  • Perform break/fix services for identified IT issues.
  • Support, manage, and install desktop and server operating systems.
  • Maintain and modify applications as directed, including developing new functions and applications.
  • Manage software development and support using specifications, data flow diagrams, and accepted design techniques.
  • Interpret software requirements to create design specifications, write code, integrate, and test software components.
  • Develop requirements for existing ROW systems, including design, security, programming, and testing.
  • Create project plans with defined milestones.
  • Develop and execute test plans for new and enhanced applications.
  • Deploy, upgrade, configure, and implement applications across twenty-five (25) ROW locations.
  • Provide software engineering support for planning, design, modification, evaluation, testing, QA, and project management.
  • Resolve application issues in collaboration with other contractors.
  • Manage image transfer from electronic document management systems in file formats compatible with state agency requirements.
  • Lead configuration, operation, and delivery of replicated deliverables.
  • Develop web-based and eGovernment applications to support and enhance the ROW website.
  • Lead design, installation, configuration, and operation of disaster recovery site implementation and replication processes.

What You ll Need:

  • 10+ years of experience providing application development support in a multi-user, LAN-based, Microsoft Windows environment.
  • 5+ years of experience with Microsoft Visual Studio 2015 Professional Edition suite with Visual C# development platforms and utilities.
  • 5+ years of experience installing, configuring, operating, managing, and troubleshooting the Highview Imaging Application.
  • 5+ years of experience providing help desk/application support to at least 300 users.
  • Strong troubleshooting and problem-solving capabilities in large enterprise environments.
  • Ability to develop detailed specifications, project plans, and testing strategies.
  • Knowledge of security standards and best practices for application and system development.
  • Experience collaborating with cross-functional teams, contractors, and stakeholders.
