Description

The National Security Customer Group of SAIC is seeking a Communications Security Manager (COMSEC Manager) to support an IT Service Management effort for USTRANSCOM located at Scott Air Force Base (AFB) in Illinois approximately 23 miles from St. Louis, MO. The USTC Managed Information Technology Services (MITS) contract is intended to provide strategic, technical, and program management guidance and support services to facilitate the operations and modernization of the combatant command's infrastructure, systems, and applications. This support will be provided to the USTC Command, Control, Communications & Cyber Systems Directorate (TCJ6).

The successful candidate will provide COMSEC oversight for USTRANSCOM, the Transportation Component Commands, and other direct reporting elements.

Additional responsibilities may include:

Responsible to execute Communication Security (COMSEC) processes and procedures IAW DoD policy and USTRANSCOM Government direction.

Perform COMSEC Account Management to maintain a USTRANSCOM Cryptographic COMSEC Equipment Account (CCEA) and duties include serving as the CCEA Custodian with Standard Base Supply System (SBSS).

Coordinate and implement the COMSEC Education, Training, and Awareness (ETA) program, to include developing comprehensive user-training program for COMSEC Responsible Officers; managing cryptographic agent training and scheduling; training users in the rules for use, safeguarding, controlling, and the proper destruction of COMSEC aids; and providing training on Secure Voice procedures and equipment.

Maintain and assist in developing USTRANSCOM policies and procedures for handling, controlling, and protecting COMSEC assets; disseminate urgent, doctrinal, policy, and procedural COMSEC information received from DoD within USTRANSCOM.

Order and maintain COMSEC material, coordinating acquisition of cryptographic keying materials. Issue COMSEC material to authorized personnel.

Operate the Key Management Infrastructure (KMI) for the generation of electronic cryptographic keys.

Enforce established controls so only properly cleared personnel with a legitimate need to know are permitted access to COMSEC material.

Performing COMSEC incident reporting to include providing After Action Reviews (AARs) regarding COMSEC issues.

Provide recurring and ad-hoc reporting.

Provide point papers and briefings on COMSEC issues.

This position is for Monday through Friday, normal business hours. However, employee may be required to provide after-hours and weekend support during planned or emergency events.

Qualifications

BA/BS

Minimum of four (4) years of experience

DoD Top Secret clearance with SCI access

Must have at least one of these IAT Level II certifications: Security+, CECCNA-Security, CySA+ **, GICSP, GSEC, CND, SSCP

Must have at least one Computing Environment (CE) certification or certificate for the technical area of responsibility for Network support/defense (e.g., Splunk, Cisco, McAfee, etc.) OR Operating System (e.g., Microsoft, Linux, Solaris, etc.

  • Ability to communicate IT, networking, and security concepts to personnel at all levels of experience and responsibility
  • Experience creating and maintaining technical documentation.
  • Experience with MS Office to include Word, PowerPoint, Excel
  • Ability to manage multiple, high, & competing priorities in a fast-paced, constantly changing environment
  • Self- starter and problem solver

Key Management Infrastructure (KMI) certification

SAIC accepts applications on an ongoing basis and there is no deadline.
