Your Role

The Operations team within Blue Shield of California provides robust solutions for our business partners, providers and members which improve the overall health care experience from membership, enrollment and Providers. The Finance systems analyst will report to the Director, Solutions Delivery Lead in the Operations Portfolio. In this role you will help define and deliver solutions that meet business objectives and will serve as a facilitator between the business and IT in understanding the business needs. In partnership with Product Managers, Scrum Masters, Business Product Owners, and IT interfacing groups you will lead the eliciting, analyzing, validating, and managing of requirements, business processes and high-level solution designs. An individual in this role is a proactive member of an Agile product team, working in tandem with the Product Managers and Product Owners and design and development team members to ensure the product continuously delivers value to users.

This role will also join its Agile team peers in our maturity as a DevSecOps organization, requiring the ability to contribute technically in different areas, as well as being cross-trained & adaptable to the needs of the business.

Responsibilities

Your Work

In this role, you will:
  • Formulate/define system scope and objectives based on user needs for the highest complexity changes
  • Analyze all aspects of business unit functions to determine application, integration and optimal use of information systems
  • Contributes to technical specifications & designs, with ability to apply engineering patterns and methodologies (REST, Soap, API)
  • Work directly with the Product Owner and additional business stakeholders to understand the business domain and upcoming required features
  • Assist in creating, refining, and maintaining user stories and associated deliverables such as process flows and test cases to meet development and stakeholder needs
  • Design and develop user interfaces, application programs using the technical specifications and design documents
  • Monitor software configuration changes to anticipate and address the impact of data reliability and customer satisfaction issues
  • Coordinate sustaining support for 1-2 application platforms or business processes

Qualifications

Your Knowledge and Experience
  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of directly related professional experience and deep technical abilities in one or more primary products, programs or technologies
  • Detailed understanding of Software Debugging and integration techniques (API, Services, SOA)
  • Technical understanding and experience with SQL
  • Contributes to technical design patterns, software development, and unit testing for new features, enhancements and to fix defects, based on specifications
  • Excellent oral and written communication skills; excellent problem solving and consulting skills
  • Experience documenting agile workflows and process documentation
  • Proven ability to function in a fast moving and rapidly evolving environment
  • Strongly prefers Healthcare experience with knowledge of Facets claims, billing & capitation, and provider payments
  • Prefers experience with software & systems deployment in the Cloud
  • Prefers experience with Oracle Revenue Management and Billing (ORMB), Oracle Cloud Infrastructure (OCI) or other Software-as-a-Service (SaaS) platforms
