Location: Remote (must reside within a 70-mile radius of Frankfort, KY)
Pay: Up to $57/hour
Position Summary
We are seeking an experienced Project Manager to lead the implementation of a transformative Citizen Identity Management Solution. This role is critical to modernizing digital identity infrastructure, enhancing security, and ensuring compliance with data protection regulations. The Project Manager will oversee all phases of the project lifecycle, working closely with internal teams, external vendors, and government stakeholders.

Position Summary

The Project Manager will oversee all phases of the project lifecycle, working closely with internal teams, external vendors, and government stakeholders.
Key Responsibilities
- Lead end-to-end project management for the identity solution implementation, including planning, execution, and delivery.
- Develop detailed project plans with clear milestones and timelines.
- Coordinate cross-functional teams including IT, legal, operations, and third-party vendors.
- Serve as the primary liaison for stakeholders across government agencies, technical teams, and vendor partners.
- Facilitate workshops, gather requirements, and manage stakeholder expectations.
- Monitor project risks and issues, develop mitigation strategies, and maintain project momentum.
- Oversee quality assurance processes including testing, issue tracking, and user acceptance testing.
- Ensure compliance with all relevant data privacy, security, and regulatory standards.
- Collaborate with legal and compliance teams to conduct risk assessments and maintain post-implementation compliance.
- Design and execute change management strategies to support user adoption and minimize resistance.
- Develop communication materials, training programs, and support structures for end users.
- Maintain comprehensive project documentation and prepare executive-level progress reports.
- Capture lessons learned and contribute to continuous improvement initiatives.
Required Qualifications
- Minimum 5 years of experience managing complex IT or digital transformation projects.
- Experience in government, public sector, or large enterprise environments preferred.
- Familiarity with identity management, authentication technologies, access management, or civic tech solutions.
- Proven ability to lead cross-functional teams and manage external vendors.
- Strong communication skills with the ability to engage both technical and non-technical audiences.
- PMP, PRINCE2, or equivalent project management certification preferred.
- Experience with Agile, Scrum, or similar delivery methodologies is a plus.
