Job Description

ECS is seeking a Technical Operations Director to work in our Arlington, VA office. Please Note: This position is contingent upon contract award.

The Technical Director serves as the principal authority for all technical activities related to the implementation, transition, upgrades, testing, and operations of cloud-based IT environments for a premier law enforcement agency. This leader is responsible for ensuring technical excellence, alignment with organizational strategy, and the successful delivery of high-impact IT solutions.

Key Responsibilities
  • Technical Leadership & Oversight:
    • Direct and manage all technical operations, including system implementation, upgrades, and maintenance.
    • Oversee technical engineering requirements for procurement, sustainment, modification, and performance of systems and sub-systems.
    • Provide expert technical guidance, data analysis, and reporting to support decision-making.
  • Stakeholder Collaboration:
    • Serve as the operational point of contact for government and external vendor solution elements, ensuring seamless interoperability and communication.
    • Collaborate with senior IT leadership to align technology initiatives with organizational strategy, roadmap, and technical architecture.
  • Project & Resource Management:
    • Supervise technical teams, assign tasks, and manage overall technical performance to ensure quality deliverables.
    • Oversee the assignment and supervision of contractor personnel, ensuring projects remain on schedule and within budget.
  • Quality Assurance & Compliance:
    • Ensure all technical solutions meet industry best practices, regulatory requirements, and agency standards.
    • Monitor and maintain the condition of technical equipment and systems, arranging for repair and preventive maintenance as needed.
  • Continuous Improvement:
    • Stay current with emerging technologies and recommend enhancements to improve operational efficiency and technical capabilities.
    • Develop and implement policies, procedures, and standards to ensure a safe and effective technical environment.
Position contingent upon award.

Required Skills

  • Ability to Obtain a Public Trust Clearance
  • Education:
    • Bachelor's or master's degree in IT, Computer Science, Information Systems, Management, or a related field.
  • Experience:
    • Minimum of eight (8) years of recent experience in technical roles such as software development, system administration, or technical leadership for large-scale IT programs.
    • Direct, relevant experience within the last two years.
  • Certifications:
    • (Desired) Current Project Management Professional (PMP ) certification or equivalent.
  • U.S. citizenship.
