Position Overview:
The State of Michigan is seeking an experienced Senior Technical Strategist to support the Department of Technology, Management, and Budget (DTMB), Central Services Section (CSS), and Enterprise Portfolio Management Office (EPMO). This role will focus on conducting Independent Verification and Validation (IV&V) activities for major IT projects, ensuring alignment with state standards, best practices, and high-quality deliverables.
Key Responsibilities:
Conduct Independent Verification & Validation (IV&V) across assigned DTMB projects.
Review and assess project documentation such as charters, plans, schedules, risk registers, and contracts.
Evaluate deliverables for quality, completeness, and compliance with requirements.
Identify project risks, issues, and deficiencies and propose mitigation strategies.
Monitor project progress against scope, schedule, budget, and quality standards.
Produce and deliver:
IV&V Service Plans
Monthly Project Health Assessment Reports
Independent Deliverable Review Assessments
Risk and Issue Logs
Executive Briefings and Final IV&V Summary Reports
Collaborate with project teams while maintaining an independent and objective viewpoint.
Ensure documentation aligns with DTMB templates and quality standards.
Required Skills & Experience:
5+ years of IT project management experience, ideally with large and complex technology initiatives.
5+ years of experience providing IV&V or equivalent quality assurance services.
Demonstrated experience with high-visibility, politically sensitive, or regulated public sector projects.
Deep understanding of project management methodologies (e.g., PMI s PMBOK), risk management, and QA principles.
Strong written and verbal communication skills.
Ability to create executive-level reports and assessments.
Proven capability to objectively assess project health and deliver actionable recommendations.
Preferred Qualifications:
Project Management Professional (PMP) certification.
Additional certifications such as Certified ScrumMaster (CSM) or Certified Quality Auditor (CQA).
Education:
Bachelor s Degree in Information Technology, Business Administration, Project Management, or a related field (Required).
Interview Process & Work Arrangement:
On-site interviews required in Lansing, MI.
This is a hybrid role two days in the office per week (Wednesdays and Thursdays).
No remote-only option available.
