Manager, IT Delivery - PAS & OIPA (Hybrid)

Role Overview:
Could you be our next Manager, IT Delivery - PAS?Globe Life is looking for a Manager, IT Delivery - PAS to join the team!

In this role, you will be responsible for the ownership, strategy and direction of the PAS delivery team's functions for a large implementation of Oracle's OIPA policy administration system. The OIPA implementation is a multi-year project and is one of the foundational components of a strategic transformation of IT systems currently underway. This position will oversee a team of OIPA Configurators, Business Analysts, and QA Test Analysts who are involved in all phases of the SDLC process in an Agile environment. The Delivery Manager will be responsible for driving operational excellence in organization, continued agility improvements, and delivering market leading, high-quality products.

This is a hybrid position located in McKinney, TX (WFH Monday & Friday, In Office Tuesday-Thursday).

What You Will Do:
Project Management

  • Adhere to and ensure the procedures for the Software Development Lifecycle (SDLC) and Secure Software Development Lifecycle (SSDLC).

  • Ensure the proper initiation and provisioning of release-level planning efforts/estimates.

  • Ensure the proper provisioning and placement of resources across 1+ concurrent releases based on effort prioritization.

  • Ensure that resources understand expectations and timelines around assigned tasks.

  • Oversee necessary application/system access and permissions (servers, databases, testing sites, etc.) for team resources.

  • Perform administrative functions within utilized tool(s) where necessary.

  • Ensure proper status reporting and/or metrics to project and Management stakeholders.

  • Contribute to the triage and resolution of project-level and/or resource-level issues impeding the achievement of project goals and facilitate corrective actions.

  • Communicate and provide documentation to management and project teams to determine release readiness.



Process Management

  • Develop and implement clear goals, measurements, and benchmarks to support the strategic direction of the department and/or organization.

  • Develop innovative processes, communications, metrics, and accountabilities that result in service/process improvements.

  • Perform team administrative functions (timesheet approvals, Paid Time Off approvals, etc.).

  • Provide effective communication around department and/or organizational information (i.e. Email, Team Meetings, etc.).

  • Foster and maintain good relationships with IT and business partners to ensure processes are integrated to support goals.

  • Evaluate industry tools and software and determine departmental efficacy based on strategic direction and cost/benefit analysis.



Resource Management

  • Determine appropriate Staffing model (i.e. Full-Time, Contract, Contract-to-Hire) based on application/system release roadmaps (i.e. duration, skillsets needed, etc.).

  • Determine/monitor proper resource capacity/demand over a determined time period.

  • Demonstrate the ability to manage conflict both within the department, as well as outside of the department.

  • Understand resource hiring, transfer and/or termination procedures.

  • Ensure resource career maturity in correlation to the Career Progression model.

  • Provide Training/Onboarding opportunities to enhance department and/or individual skills/competencies in accordance with the department strategic direction and/or the Career Progression model.



Performance Management

  • Define and/or assist in departmental and individual goal setting based on strategic direction of the department.

  • Monitor resource performance and role effectiveness; demonstrate effective communication by providing constructive feedback during periodic reviews (one-on-ones, annual goal reviews, etc.).

  • Understand annual performance cycle processes and merit evaluation procedures.

  • Effectively engage the HR department for any resource or process-related issues.

  • Provide praise/recognition measures for recognized team/individual efforts.



Vendor Management

  • Understand vendor partner procedures (i.e. Master Service Agreements, Statement of Work, etc.)

  • Engage vendor partners based on project and resource requirements (i.e. resource type, contract rates, vendor fees, etc.).

  • Regularly review resource performance with vendor partner(s) to determine role effectiveness and continuation on an effort.



Financial Management

  • Understand department/team budgeting procedures and how it applies to resourcing, licensing, hardware/software costs, team events, etc.



What You Can Bring:

  • Bachelor's Degree in Computer Science, Computer Engineering or other related field.

  • LOMA certification and knowledge of typical insurance business functions.

  • 7+ years with increasing responsible experience in Software Development including 5+ years managing Software Development teams.

  • Experience managing delivery teams on major implementations from project discovery to go-live delivering high quality products.

  • Demonstrated ability to evaluate end-to-end integrated systems and recommend delivery solutions.

  • Effective communicator, building positive cross-functional team relationships.

  • Experience working on enterprise-level projects providing project estimations and test strategy.

  • Working knowledge of SDLC and SSDLC.

  • Committed leader that inspires team confidence and respect while motivating team members in a creative and effective manner.

  • Broad technical skills with relevant technology, tools, databases and middleware knowledge.

  • Must be able to clearly communicate, both verbally and in writing, complex technical issues at the appropriate level.

  • Ability to work collaboratively with others to achieve the company and project goals.

  • Ability to demonstrate interpersonal and teambuilding skills, working with technical and non-technical individuals.

  • Ability to work in a fast-paced environment managing multiple, competing priorities against aggressive deadlines.

  • Experience implementing process improvements.

  • Advanced analytical, conceptual, and problem-solving abilities.

  • Possess a strong technical background in OIPA or related Policy Administration Systems.

  • Have a solid understanding of the Life Insurance domain.
