Location & Work Arrangement
- Location: Salem, Oregon
- Work Arrangement: Hybrid
- Contract: This is a Part-Time Contract position.
- Onsite Requirement: The selected candidate will spend initial time on-site at the academy to meet stakeholders and understand project scope; remote work will be available thereafter.
- Mode of Interview: Either In-person or Webcam.
Key Project Focus & Responsibilities
LMS Implementation & State Governance
- Project Leadership (5+ Years): Lead the LMS project from initiation to full implementation, managing its small-to-large scope.
- State Oversight: Lead the project through the EIS/LFO Stage Gate process and ensure compliance with state IT governance requirements, including ORS 276A and CIO authority.
- Documentation & Artifacts: Prepare essential governance artifacts, including the Project Charter, Implementation Plan, IT investment forms, and business cases.
- Procurement: Collaborate directly with the procurement team on solicitations, evaluations, negotiations, and contract awards (RFPs experience is preferred).
Analysis, Management, and Delivery
- Requirements & Analysis: Experience in requirements elicitation, process modeling, and performing Gap Analyses and feasibility studies.
- Risk & Change: Identify, track, and resolve project issues and risks. Develop and implement a comprehensive change management plan.
- Financial Oversight: Track project expenditures and report spending against the approved budget (Project Budget Management experience preferred).
- Delivery Activities: Oversee system configuration, data migration, testing, and training activities.
Required & Preferred Expertise
