Job Summary:
We are seeking a highly experienced, deeply connected Business Development (BD) Leader?ideally a retired federal official, agency contracting officer, or freelance business development executive?who possesses direct access to key decision-makers across U.S. federal agencies to secure prime government contracts in IT, cybersecurity, cloud solutions, and digital transformation.
This is a performance-based opportunity operating under a work-share, revenue-share, or profit-share model. We are looking for a true partner with "skin in the game," motivated to build success alongside us and share in the rewards.
The ideal candidate thrives on direct client engagement, has the influence to open doors, and can convert opportunities into wins. They will play a critical role in driving our federal IT and digital solutions business development by leveraging trusted relationships, industry expertise, and insider knowledge of government procurement.

Key Responsibilities:
Opportunity Identification & Market Intelligence
  • Identify, validate, and pursue federal IT opportunities aligned with our capabilities in cloud computing, AI-driven automation, cybersecurity, software development, and digital modernization.
  • Utilize GovWin, SAM.gov, and AI-driven federal contracting platforms to track procurement trends and competitive landscapes.
Relationship Activation & Strategic Engagement
  • Leverage personal networks to engage with key agency stakeholders, contracting officers, CIOs, CTOs, and program managers within IT and digital transformation divisions.
  • Cultivate partnerships with government technology leaders to align with federal modernization initiatives such as Zero Trust Architecture, FedRAMP, and AI/ML adoption.
Pre-RFP/RFI Shaping & Procurement Strategy
  • Influence IT procurement strategies by engaging agencies early in the pre-solicitation phase, ensuring requirements align with our technology solutions.
  • Identify opportunities within IDIQs, GWACs (e.g., NASA SEWP, CIO-SP4), BPA contracts, and emerging technology pilots.
Teaming Strategies & Partnership Development
  • Support strategic partnerships, teaming agreements, and work-sharing opportunities with prime IT contractors, systems integrators, and cloud service providers.
  • Foster collaborations with cybersecurity firms, AI-driven automation providers, and digital transformation consultancies.
Proposal Guidance & Capture Leadership
  • Provide strategic inputs for RFPs, RFIs, Statements of Work (SOWs) related to IT modernization, cloud migration, application development, and security compliance.
  • Assist in crafting technical responses aligned with agency mission objectives, cybersecurity frameworks (e.g., NIST, CMMC), and IT infrastructure needs.
Client Advocacy & Contract Capture Strategy
  • Represent our organization's IT capabilities persuasively in both formal and informal agency interactions.
  • Identify and leverage non-traditional procurement pathways (e.g., Sole Source Awards, OTAs, GSA IT Schedules) to accelerate contract capture.
Regulatory & Compliance Support
  • Ensure contract performance aligns with federal IT procurement standards, including FedRAMP, FISMA, CMMC 2.0, and emerging cybersecurity policies.
Market Presence & Strategic Networking
  • Represent the company at government-hosted IT industry events, cybersecurity summits, and federal digital transformation forums.
  • Actively engage with technology prime contractors and industry partners to pursue subcontracting, teaming, and joint ventures aligned with federal IT initiatives.

Requirements

Profile & Relationships
  • Established working relationships with federal IT contracting officials, CIOs, CTOs, and senior decision-makers.
  • Experience in navigating non-traditional IT award mechanisms, including Other Transaction Authorities (OTAs) and consortium-led contracting vehicles.
  • Entrepreneurial mindset, highly motivated, and comfortable operating in a performance-driven BD environment.
IT & Digital Expertise
  • Strong understanding of federal IT acquisition processes, cybersecurity frameworks, and digital modernization initiatives.
  • Familiarity with GSA IT Schedules, IDIQs, GWACs, and agency-specific contracting vehicles (e.g., NASA SEWP, NIH CIO-SP4).
  • Knowledge of cloud solutions, DevSecOps, AI-driven automation, cybersecurity compliance, and emerging federal IT trends.
