Senior IT Project Manager 

Location: Sacramento, CA (Hybrid)
Client: California Department of Healthcare Services (DHCS)

Role Overview

We are seeking a highly experienced Senior IT Project Manager to partner closely with DHCS executive leadership and lead large-scale, enterprise IT initiatives. This role focuses on portfolio governance, PMO maturity, and driving organizational transformation across complex programs.


Key Responsibilities

  • Align IT project portfolios with departmental objectives and federal funding requirements

  • Lead large, complex IT initiatives across the full Software Development Life Cycle (SDLC)

  • Enhance and mature Enterprise PMO methodologies, including portfolio prioritization and cross-program alignment

  • Centralize project management services to manage enterprise-level risks, issues, and change controls

  • Define and implement standardized project management processes, procedures, and best practices

  • Provide executive-level reporting and visibility into portfolio-wide risks, dependencies, and impacts

  • Collaborate directly with senior executives and key stakeholders to ensure successful delivery


Required Qualifications

  • Active PMP Certification (PMI) – digital credential or PDF required

  • 15+ years of overall professional experience, including:

    • 7+ years of hands-on Project Management experience

    • 4+ years managing large, complex IT projects

  • Strong experience working with executive and senior leadership

  • Deep understanding of project management methodologies, tools, and SDLC best practices

  • Healthcare experience, particularly Medicare / Medicaid programs

  • Prior experience working with California state agencies
