Job Description
ECS is seeking a Project Manager to work in our Fairfax, VA office.
ECS is seeking a Project Manager to work in our Fairfax, VA office in a hybrid, remote/on-site capacity supporting a Department of Defense (DoD) customer. The successful candidate will provide project support to management and will lead the technical team with initiating, planning, controlling, and executing initiatives in support of sensitive and critical priorities. The candidate will work closely with stakeholders to include the DoD, commercial vendors, traditional federal contractors, and technical teams to initiate, plan, execute, and control priority Program initiatives.
The ideal candidate is a motivated self-starter with advanced business acumen, strong problem-solving skills, and hands-on project management experience, preferably with prior exposure to cloud technologies. The ideal candidate also assumes full ownership and accountability for tasks and deadlines; works with limited/no supervision; and commits to high quality results and deliverables.
This is a demanding, high-energy position that requires innovative solutions to network, hardware, software, and business challenges. The selected candidate will report directly to the Research & Development (R&D) Enclaves Director, and join a multidisciplinary team that promotes customer service, and excellence in communication, innovation, collaboration, and teamwork. This candidate is also highly adaptable, detail-oriented, and has well-developed written, verbal, and interpersonal skills.

General Duties:
- Lead phased project initiation, planning, execution, monitoring and closing activities.
- Plan, organize, assign, and direct the completion of project tasks within budget and scope; communicate and mitigate task delays and track task completion.
- Identify and assist in the development and finalization of required project deliverables.
- Coordinate and facilitate project meetings with internal and external stakeholders; create agendas and publish minutes.
- Develop and maintain project documentation (e.g., charters, CONOPS, requirements, design documents, implementation plans, test plans, schedules, monthly status reports, programmatic reviews, etc.).
- Support development and maintenance of Plans of Action and Milestones (POA&M).
- Communicate status and escalate issues to leadership, as appropriate.
- Mitigate project risks and track action items to closure.
- Provide user management, support, training, and troubleshooting, as needed.
- Support contract actions and financial tasks, as needed.
- Conduct maintenance window pre- and post-window testing.
- Other duties, as assigned.
Required Skills
- U.S. Citizen.
- Bachelor's degree in Computer Science; Information Systems Management; Project Management, Business, or a similar discipline.
- Ability to obtain a TS/SCI security clearance.
- 5+ years of hands-on project management experience.
- PMI Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.
- DoD 8140 IAT Level II CompTIA Security+ certification (or higher), either active (preferred), or within 45 calendar days of hire.
- Local resource with the ability and willingness to:
- Work in a hybrid onsite/remote capacity, with up to 2 business days onsite, at the Director's discretion.
- Travel to nearby customer sites located in Falls Church, VA, as needed.
- Travel to CONUS / OCONUS government installations, if needed.
- Extensive experience leading technical and non-technical teams in all components of project execution, including requirements, documentation, schedule, quality, and financial management; as well as deployment, operations, maintenance, and customer service.
- Hands-on experience working with cloud technologies (Amazon Web Services, Microsoft Azure, etc.).
- Proven abilities to:
- Interact with stakeholders at all levels, from end-users to executive leadership.
- Gather, interpret, and validate detailed requirements to develop strategic plans that meet customers' mission objectives.
- Identify and remediate day-to-day technical and operational challenges.
- Advanced proficiency in Microsoft Office tools and O365, including Excel, Word, PowerPoint, and Teams.
- Thrives in a fast-paced environment with competing priorities, firm deadlines and critical, quick turnaround and ad-hoc tasks.
- Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
- Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of technical and non-technical stakeholders (from peers to end-users to executive management).
Desired Skills
Preference shown to candidates with:
- Active Top Secret or higher security clearance.
- Active DoD 8140 IAT Level II CompTIA Security+ certification (or higher).
- AWS Cloud Certified Professional certification
- Prior experience working with DoD organizations and/or performers.
- Hands-on experience and/or pertinent knowledge of Atlassian's Jira and Confluence.
