Marketing Statement


The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management, is seeking a Civil/Structural Engineer.


The Salary Range for this position is $62,200 - $77,800 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.


Qualifications

Bachelor s Degree in Civil Engineering or a related field; AND five (5) or more years experience in civil engineering and construction projects; OR an equivalent combination of education, training and experience.


A valid Commonwealth of Pennsylvania Driver's License may be required.

Registration as a Professional Engineer of Professional and Occupational Affairs, or a Master's Degree, is desirable.

Responsibilities


Under basic supervision, performs work of a project engineer for basic civil engineering design and construction projects for PHA; manages and coordinates the activities of contractors and PHA support staff on civil engineering design, renovation, and construction projects.


  • Serves as a lead engineer for a variety of civil engineering design and construction projects; performs work within scope of authority and training; duties may vary according to job assignment.
  • Oversees vendor and contractor work for civil engineering projects, and monitors contractor performance to assure compliance with quality standards and contract specifications.
  • Designs and evaluates designs for civil engineering, structural, and construction projects.
  • Evaluates construction plans and monitors project work, from initial phase through to completion; verifies compliance with plans, specifications, budgets, and quality and safety standards.
  • Inspects project work sites, and documents the progress compared to project schedule; reviews and approves construction documents, expenditures, and reports; assures project activities are in compliance with project specifications and standards.
  • Maintains project files, documents and records; prepares reports on project activities; develops technical estimates of a specialized nature in connection with engineering projects.
  • Assists with scheduling and coordinating daily activities and equipment; evaluates operations and develops recommendations for work improvements.
  • Researches, designs, evaluates, installs, and maintains engineering equipment and systems.
  • Develops resource allocation plans for a variety of engineering projects.
  • Reviews terms and conditions of contracts, and reviews and processes invoices and payments.
  • Stays abreast of trends and innovations in civil engineering issues.
  • Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.
