Job Details

Responsibilities

The Business Analyst will be responsible for the following:

  • Coordinates business process standardization sessions with subject matter experts (in collaboration with assigned project team).
  • Coordinates process mapping meetings (in collaboration with assigned project team).
  • Supports the development and monitoring of business/functional requirements to confirm alignment with future standardization processes.
  • Assists in documenting specifications for conversions, upgrades, interfaces, reports, and workflows.
  • Supports development of configuration guides.
  • Owns and drives results/solutions associated with their subject matter expertise.
  • Develop materials to support projects.
  • Completes assigned tasks in accordance with the Project Schedules.
  • Coordinates with the APD staff and Contractors on deliverables and scheduled activities.
  • Informs the Team Lead of risks and issues that may impact the projects.
  • Identifies continuous improvements to tools, templates, and processes.
  • Produce monthly, quarterly, or annual reports, assigned.
  • Complete transition services, including facilitating lessons-learned documents, and providing all other documents, software, software licenses, and other Project artifacts to the team as it relates to the work performed under the PO.
  • Assist the team to troubleshoot and resolve issues in production systems as requested.
  • Act as an effective team player and communicator.
  • Communicate consistently and effectively with the project team.
  • Build partnerships and collaboration between individuals and project teams.
  • Review deliverables for accuracy and completeness working with the Vendor project team to address deficiencies.
  • Follow and work with the management, release management, and deployment process.
  • Work effectively with cross-functional business units and groups with varying functional backgrounds (operational, technical, programmatic, etc.).
  • Perform other duties as assigned.
  • Attends and leads meetings as necessary.
  • Assists project teams with reports, monitors project progress, captures metrics, and conducts research/analysis in support of the projects.
  • Identifies continuous improvements to tools, templates, and processes.

Minimum Qualifications

  • Bachelor's degree in computer science, Information Systems, Engineering, or other related field, or equivalent work experience.
  • Certification(s) in related fields are desirable.
  • General Office Automation/Productivity Tools: Proficient in Microsoft Excel, PowerPoint, Project, SharePoint, Visio, Adobe Acrobat, and Word.
  • Experience in the Health and Human Services domain is preferred.

Experience

  • Three (3) plus years of overall IT experience across various phases of the Software Development Life Cycle (SDLC) projects.
  • Three (3) plus years of experience developing project artifacts/process flows to meet project, delivery, oversight, and compliance requirements.
  • Experience in collaborating with senior and executive management, including the Agency Head, Business Unit Directors, General Counsel, and Inspector General.
  • Experience with SaaS/COTS products.
  • Experience in business analysis and development of process flows.
  • Experience in database & application design.
  • Experience developing technical specifications documentation.
  • Experience with a change management process.
  • Experience with system testing including user acceptance testing (UAT) experience.
  • Experience working and collaborating with diverse stakeholder groups, both internal and external.
  • Experience working on high availability applications.
