Job Description:

  • SUBMEPP supports the Navy's maintenance efforts by providing scheduling and requirements for planned maintenance periods.
  • The Lead Developer will be responsible for leading development efforts to optimize usage of Service Now to support ALL aspects of SUBMEPP operations.

Position Details:

Subtask 1 -The contractor shall provide management, configuration, administration, implementation, and optimization of all Flow Designer and workflow automation on the ServiceNow platform. The contractor shall design, create, and manage all App Engine workflows by automating approvals, tasks, and notifications on the ServiceNow platform. The contractor shall configure workflows using Vendor best practices, and coordinate with Business Analyst and System Administrators on all platform changes as they relate to these workflows. At minimum the contractor shall be required to perform the following tasks in support of the task:

1 Developer(s) to serve as technical lead for all ServiceNow development activities covered under this subtask.

  1. Responsible to oversee the technical engineering, design, configuration, deployment, and optimization of all ServiceNow Products hosted within the Navy s ServiceNow Instance.
  2. Interpret business and system analysis, and user requirements, to create solutions within the ServiceNow environment.
  3. Responsible to oversee the interface and integration with systems external to the ServiceNow instance.
  4. Coordinate with Development and System Administrator teams on all Citizen Development processes and frameworks.
  5. Provide support for documented and approved projects and tasks.
  6. Collaborate with Business Analyst to understand business processes and requirements.
  7. Document process flows and areas for improvement and integrate workflows with appropriate ServiceNow modules.
  8. Thoroughly test workflows for any issues or errors. Debug and troubleshoot issues.
  9. Ensure all workflows adhere to Vendor best practices, as well as security standards and access controls based on business needs.
  10. Develop automated Quality Assurance testing. Where necessary, conduct manual testing to ensure that developed software or applications meet and comply with documented requirements.
  11. Ensure all solutions and PDSR are in compliance with published DoD policies and standards.
  12. Develop digitally signed, documented (to included embedded formats), regression tested, compiled code in builds with 24-hour advance software release notes IAW GFI 12.2.20-12.2.30.
  13. When developing interfaces with systems external to ServiceNow, review and configure system security complying with guidance, directives, and issuances identified by the program Manager and Information Systems Security Manager from the USCYBERCOM, some examples of tasking; CTO, TASKORD, OPORD, IAV and other security requirements identified and tracked in the VRAM system, or other provided system. Comply with POA&M, and direct guidance as necessary to accomplish system security configuration.
  14. Ensure solutions are designed to maintain highest availability and service dependability.
  15. Maintain existing, and develop new documentation that will include, but is not limited to, Work Procedures, DoDAF documentation (such as System Architecture Guides and Diagrams), Software Development LifeCycle Processes, and ensure adherence to organizational templates, policies, and standards.
  16. Perform root cause analysis of interface outages and incidents, engineer permanent solutions, and coordinate implementation.
  17. Creation of interfacing (API) Navy solutions; support common interface solutions and languages such as JavaScript Object Novation (JSON) and JavaScript (ECMAScript5), utilizing ServiceNow s Platform API Solutions.
  18. Support Business Analyst during requirement analysis to develop technical solution options. Deliver Requirements Documents to include concept and business requirements, technical cost/benefit analysis and solution alternatives for application enhancement and sustainment needs. Assist other IT System Business Analysts in development of requirements when interfacing with other IT systems and applications.
  19. Provide SUBMEPP management proposed configurations, optimizations, and system improvement plans.
  20. Work with the SUBMEPP project and program management to establish and meet project milestones and deliverables. Ensure all solutions meet documented customer requirements and are within project scope.
  21. Perform duties as a development project lead. Develop task lists, assist the Developer with project documentation, maintain project status in the SUBMEPP automated project tracking system, and ensure milestones are identified and met.
  22. Upon fielding a solution, Assist Tier 3 in meeting SUBMEPP Service / Support Level Requirements as defined in Section 13.2.
  23. Support creation of CMMI Level 3 Management Plans. Update existing SUBMEPP CMMI Level 3 documentation, GFI 12.2.20-12.2.30, to incorporate contractor s processes. Provide schedules, audit materials, training decks and CMMI Facilitation IAW GFI 12.2.34.
  24. Ensure developed solutions and PDSRs meet DISA STIGs, DOD and SUBMEPP policies and standards.
  25. Complete major COTS upgrades for the ServiceNow platform, including: IT Service Management (ITSM), Strategic Portfolio Management (SPM), Human Relations Service Delivery (HRSD) and App Engine. This will include updating code for custom built applications and low-code no-code applications because of a system or version upgrade.
  26. Accomplish deliverable installation, troubleshooting, and quality testing. Support will involve the utilization of established development tools, to include GitLab, MS Team Foundation Server, and ServiceNow s native development operations platforms.
  27. Assist and/or lead development of integration into external applications, to include SPLUNK, Cold Fusion, SAP and Microsoft Business Intelligence, Windchill, HTML, Tomcat, MS SQL, Oracle, SharePoint, Active Directory, Microsoft Office 365 products, Data Analytics environment, and MS Access and all other systems listed in Section 13.5.2.
  28. Lead establishment of Cloud/ServiceNow Mid-Server, and integration with SUBMEPP Systems. Efforts will include technical engineering, design, configuration, deployment, optimization, and hardening of new service.
  29. Complete and deliver Development Operations Support tasks as specified by GFI 12.2.20-12.2.30. Development Operations Support includes troubleshooting, research, or urgent API or workflow fixes requiring development support. The requirement is that operations support will be completed in 10 working days or less unless mutually agreed upon by Government and contractor.
  30. Assist other IT system and application development teams in the configuration of external application software workflows, data flows, system to system interfaces, system reports, and data models to successfully integrate with ServiceNow.
  31. Modify Static Content.
  32. Perform pre-deployment testing and checks to ensure engineered solutions meet design specifications and Cyber Security Requirements.
  33. Provide Weekly Metrics Status, Performance and Quality Measures, and Schedule updates.
  34. Ensure current SUBMEPP s system interfaces are updated and functioning properly, to include creation of new interfaces for sunset applications.
  35. Utilize established configuration tools, guidelines, and conventions where applicable. Develop configuration tools, guidelines, and conventions where absent based on DoD and industry norms and best practices, and in compliance with IT Development Standards IAW GFI 12.2.20.
  36. Implement technical solutions.
  37. Follow all SUBMEPP Change Management processes as defined in GFI 12.2.50 to ensure changes are completed according to the project schedule.
  38. Develop migration plans for existing services ensuring minimal service interruption.
  39. Deliver PDSRs as specified by GFI 12.2.19-12.2.28. Upon award PDSRs will be delivered monthly unless mutually agreed upon by the Government and contractor. A Government and contractor mutually agreed upon delivery schedule will accompany each PDSR.
  40. Create Detailed Design Package for each PDSR. Coordinate with Business Analyst to provide updated system documentation, development plans, functional release notes, user manual updates, Window Flow diagrams, Window, Interface and/or report specifications, diagrams, interface specifications, use cases, and help articles.
  41. Perform testing to ensure that developed software or applications meet and comply with documented requirements.
