DataStaff, Inc is in need of an IT Governance Analyst for a long-term contract opportunity with one of our direct clients located in Richmond, VA.
*This position is hybrid
Responsibilities:

  • Provide technical support and guidance in developing and interpreting policy, legislative, as well as regulatory proposals for the IT Division (ITD).
  • Provide legal/regulatory analysis for ITD staff and acting as liaison to the Office of the Attorney General to coordinate procurement claims and support leadership with legislative analysis during General Assembly sessions.
  • Provide technical support and guidance in developing and interpreting policy, legislative, as well as regulatory proposals for ITD particularly related to procurement and GA.
  • Provide analysis of procurement-related legislation to ITD leadership.
  • Serve as ITD lead during general assembly legislative sessions.
  • Analyze impacts and provide status reports to operational areas as needed.
  • Coordinate legislative briefings and debarment actions in conjunction with the Governance and Procurement Program Managers and the Office of the Attorney General.
  • Serve as liaison to the Attorney General's Office to resolve legal issues.

Knowledge and Experience:

  • Knowledge of Commonwealth of Virginia procurement practices and requirements.
  • Demonstrated ability to negotiate, mediate, settle disputes equitably, and handle difficult situations diplomatically.
  • Communication & collaboration experience with excellent written and oral communication and presentation skills, and the ability to simplify technical terms and collaborate with diverse personnel.
  • Ability to plan, coordinate and manage multiple, concurrent assignments in a timely manner and in a fast-paced environment with competing priorities
  • Ability to analyze complex financial data, work with detailed numerical data, reach logical conclusions and generate reports.
  • Knowledge of the Code of Virginia related to the Virginia Public Procurement Act.
  • A combination of training, experience, or education in Law, Paralegal Studies, Business Management, Public Management, Public Policy or related field desired.
  • Virginia Contracting Officer (VCO) certificate.
  • Experience in a state or local agency.

Required Skills:

  • 5 Years - Knowledge of Commonwealth of Virginia procurement practices and requirements.
  • 4 Years - A combination of training, experience, or education in Law, Paralegal Studies, Business Management, Public Management, Public Policy or related field desired
  • 5 Years - Demonstrated ability to negotiate, mediate, settle disputes equitably, and handle difficult situations diplomatically.
  • 5 Years - Ability to plan, coordinate and manage multiple, concurrent assignments in a timely manner and in a fast-paced environment with competing priorities
  • 5 Years - Ability to analyze complex financial data or legislation, work with detailed numerical data, reach logical conclusions and generate reports.

Desired Skills:

  • 2 Years - Knowledge of the Code of Virginia related to Information technology
