Proposal Manager Government Contracting

Roles and Responsibilities:

  • Lead the end-to-end proposal development process for federal and state government solicitations, including RFPs, RFQs, RFIs, and related opportunities.

  • Develop and maintain proposal schedules, outlines, and compliance matrices to ensure timely, complete, and compliant submissions.

  • Collaborate with internal teams and external partners including SMEs, capture managers, and teaming partners to collect input and review proposal content.

  • Facilitate proposal meetings such as kickoff sessions, daily stand-ups, and color team reviews (e.g., Pink, Red, Gold).

  • Draft, edit, and review proposal narratives using existing content and AI-driven tools, ensuring alignment with solicitation requirements and strategic messaging.

  • Track and communicate solicitation amendments and updates to relevant stakeholders.

  • Ensure all proposals meet compliance, formatting, and submission requirements outlined in the solicitation.

  • Identify and implement process improvements to increase proposal quality and efficiency.

  • Utilize AI and historical content to support content development and compliance checks.

  • Manage the proposal repository (e.g., SharePoint), including maintenance of templates, boilerplate materials, and past performance records.

Minimum Qualifications:

  • 3 5 years of experience in government contracting, with a focus on proposal management.

  • Proven experience leading full proposal lifecycle efforts for federal and state solicitations, including complex IDIQs, BPAs, and GWACs.

  • Strong knowledge of federal acquisition regulations and processes.

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.

  • Familiarity with content management or proposal platforms such as SharePoint.

  • Excellent written and verbal communication skills, with strong attention to detail.

  • Demonstrated ability to manage multiple, concurrent proposals under tight deadlines.

Education and Certifications:

  • Bachelor s degree in Business Administration, Communications, English, or a related field.
