About the Role
We are seeking an accomplished Senior Business Development Manager to lead growth initiatives within the State and Local Government sector for our rapidly expanding software integration and IT solutions organization. This position focuses on driving new business opportunities for application development, systems integration, and enterprise software solutions both COTS and custom-built with an emphasis on Health and Human Services (HHS) agencies.
This is a strategic hunter role requiring a proven track record in business development, relationship building, and solution selling within the public sector. The role offers a competitive base salary, attractive commissions, and comprehensive benefits, with significant earning potential for exceeding targets.
Key Responsibilities
- Develop and execute sales strategies to drive new business in State and Local Government, primarily within Health and Human Services, with opportunities to expand into additional domains.
- Build and maintain strong relationships with senior executives, decision-makers, and key stakeholders across government agencies.
- Identify, qualify, and close opportunities for software integration, application modernization, and IT consulting services.
- Partner with internal technical and delivery teams to design and position tailored solutions aligned with client needs and strategic priorities.
- Collaborate with technology and channel partners to enhance market reach and solution offerings.
- Prepare and deliver persuasive proposals, presentations, and RFP responses that effectively communicate value propositions and differentiators.
- Maintain a robust pipeline, manage the full sales cycle, and consistently meet or exceed revenue and growth objectives.
- Represent the company at industry events, conferences, and networking forums to promote capabilities and build visibility in the public sector ecosystem.
Required Qualifications
- Minimum 10 years of successful experience selling professional services or IT solutions to State and Local Government clients.
- Proven ability to generate new business, with an established network of client and partner relationships in the assigned region.
- Strong background in Health and Human Services sales, with direct access to key decision-makers and influencers.
- Experience collaborating with partners and system integrators to acquire and deliver new opportunities.
- Familiarity with case management and human services platforms (e.g., IBM Cram, Salesforce, Case Commons) is highly desirable.
- Solid understanding of project delivery lifecycles, SDLC methodologies, and quality management practices.
- Exceptional communication, negotiation, and presentation skills, with the ability to convey complex solutions clearly and persuasively.
- Highly organized, self-driven, and capable of managing multiple pursuits simultaneously.
- Willingness to travel extensively within the assigned region.
- Bachelor s degree required; MBA preferred.
- U.S. citizen or permanent resident.
- Must provide three professional references, including one client reference.
