Job Details

Position Summary:

The Florida Department of Highway Safety and Motor Vehicles (FLHSMV), Division of Information Systems Administration (ISA), is seeking a highly skilled and experienced Advanced Applications Development Analyst. This role involves designing, developing, and maintaining Microsoft .NET-based applications, while collaborating with stakeholders and mentoring internal staff.

Key Responsibilities:

  • Serve as a lead resource on the .NET development team

  • Gather, document, and analyze technical, functional, and stakeholder requirements

  • Write, debug, and maintain .NET application code

  • Create mockups, proof of concepts, and technical documentation

  • Conduct unit, system, and regression testing

  • Participate in code reviews and solution design

  • Troubleshoot and support deployed applications

  • Mentor and train Department staff on .NET development

  • Attend all required meetings and training sessions

  • Submit weekly status reports and timesheets

Required Skills and Experience:

  • 3+ years as technical team lead for database-driven application development

  • 3+ years coaching and mentoring in Microsoft .NET technologies

  • 3+ years of experience with web application development

  • 2+ years with C# and .NET development

  • Proficient in SQL Server and Oracle

  • Strong understanding of object-oriented programming, 3-tier architecture, and data privacy

  • Excellent communication and collaboration skills

Preferred Qualifications:

  • Experience with ASP.NET MVC

  • Experience in SQL Server Reporting Services and SSIS (ETL processes)

  • Exposure to agile development methodologies

  • Automated unit testing experience

  • Familiarity with driver license/motor vehicle systems

  • Web layout/design and UI/UX understanding

  • Prior experience working with FLHSMV is a plus

  • Strong facilitation and leadership abilities

Additional Requirements:

  • Must complete FLHSMV background check and security training before onboarding

  • Must provide weekly task summaries and participate in project meetings
