Responsibilities

Noblis ESI is seeking an experienced Transition Systems Engineer to guide and provide Systems Engineering and Technical Advisory (SETA) services for our government client on-site in Chantilly, VA.

Responsibilities Include:
  • Assist the government oversee, guide, and manage technical efforts for transition activities delivering vital mission operations capabilities. Efforts provide enterprise-wide, high-impact systems engineering and project management services.
  • Anticipate, assign, drive projects and customer requirements to closure; continually assess tasks, realign/re-prioritize/augment assignments as appropriate.
  • Work with government managers to plan, organize, execute, and track efforts; maintain awareness of government's evolving needs and proactively provide analysis, insights, recommendations to improve delivery of services and/or exploit opportunity to enhance process, resource effectiveness, or efficiency.
  • Provide technical support to government contacts; identify and communicate status, risks, issues, opportunities, assumptions, mitigations, and dependencies for transition activities.
  • Promote and facilitate collaboration with government, SETA team members, and other contractors; across the enterprise, to ensure success of transition activities.
  • Develop assessments and staffing products for a variety of audiences, convey information in a clear and articulate manner to Government leadership.

Required Qualifications

  • Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
  • ship is required.
  • Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM) or relevant field with 9 years of experience OR Master's degree in STEM or relevant field with 7 years of experience OR PhD and/or JD with 4 years of experience.
  • Demonstrated success performing project management and systems engineering tasks, delivering mission capabilities.
  • Knowledge of SIGINT space and ground architecture including mission control and/or mission processing functions.
  • Program lifecycle experience from concept development and design to deployment, operations and maintenance, and decommission. Familiar with related control gates and associated documentation.
  • Experience with CONOPS and requirements development, systems analysis, interface control documentation, technical specification review, integration and testing, and validation and verification.
  • Self-starter, proactively addresses customer requirements with no supervision. Expert at defining solutions for broad, abstract topics.
  • Impeccable interpersonal skills and personal judgement, polish communicator (written/verbal).
  • Master at collaboration and coordination with multiple stakeholders - consensus builder.
  • Proficient with MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project.

Desired Qualifications

  • Knowledge of satellite constellations, spacecraft orbit, tasking process, and ground station characteristics.
  • Knowledge of SIGINT TCPED process.
  • Familiar with MBSE/Digital Engineering, AGILE development, cloud technologies.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
